Summary
We currently have openings for top notch individual at our Headquarters in San Antonio, TX for the position of Payroll Tax Manager. The Manager will develop, build and maintain the structure, Associate support and tools required to enhance “One HVHC” with company-wide payroll and payroll tax processes, systems, policies and procedures. Support HVHC goals, strategies and objectives, with an emphasis in driving best practices and process improvements for payroll and payroll tax compliance, reporting and processing solutions. Partner with HR and the business to consistently deliver exceptional customer service.
Responsibilities
* Manage all day-to-day payroll tax processing, analysis and reporting in accordance with all federal, state and local tax laws, all HVHC policies and procedures and GAAP. Ensure payroll tax reporting and remittance are timely and in compliance with applicable federal, state and local tax laws. * Actively participate in the development and implementation of payroll tax compliance strategies and effective tools to minimize payroll tax errors, liabilities, penalties and interest. Partner with Equifax to monitor voluntary contribution opportunities for state unemployment rate reductions. * Liaison between Equifax and 3rd party payroll tax vendor to ensure all rate notices are timely received, communicated and updates made timely and appropriately in the payroll tax filing system. * Track all tax notices received from Federal, State and Local taxing authorities. Communicate and provide notices to 3rd party payroll tax vendor and follow through for timely resolution. Request refunds, open/close tax accounts in new jurisdictions, process items and tax returns not supported by 3rd party payroll tax vendor. * Reconcile and process quarterly and annual filings with 3rd party payroll tax vendor. Responsible for W-4 entry, W-2 reconciliation and distribution. Responsible for processing W-2c’s and communicating with associates on timely resolution. * Audit new hire, transfer and address change activities to ensure associates tax records are accurate for wage reporting and tax calculations in all states and localities based on worked in/lived in locations. Monitor business presence when entering new states or localities. * Manage reporting of executive payroll reporting for Internal Revenue Code Section 162 and 409 compensation, gross up of other taxable compensation. * Manage day-to-day operations of payroll garnishment processing. Interpret orders, answer interrogatories and inquiries, contact agencies as needed and manage system to track incoming orders to ensure timely processing for payment. Verify all new and updated orders are calculating accurately prior to payroll processing. * Develop and implement appropriate payroll tax and garnishment related policies and procedures (both systematic and user functional) to ensure data integrity, while minimizing manual effort to ensure compliance. Ensure corporate policies are properly administered and new policies are adequately documented and communicated across all HVHC companies. * Assist with payroll processing, audits, data entry and reporting as assigned to support the department goals of accurate payment within a timely processing schedule. * Partner with various internal departments including accounting, operations, human resources, legal, and external payroll service vendor providers. Develop effective means of communication with associates at all levels across the business to build a relationship of trust and respect, partnering to resolve financial and related operational issues. Develop a highly skilled and well-trained staff (provide appropriate training, coaching and career opportunities) to ensure the efficient and effective management of all functions, with the ability to support a rapid-growth company, always striving to “raise the bar” * Assist in special projects and department initiatives as assigned. Accomplish organization goals by accepting ownership for accomplishing new and different requests; explore opportunities to add value to job accomplishments. * Maintain Associate confidence and protect, secure and ensure confidentiality of payroll-related information.
Ideal Candidate
**Education:** * Strongly prefer Bachelor's degree in Accounting or related field (may consider equivalent combination of experience and education) * CPP Required **Experience & Background:** * Five (5) plus years of payroll and payroll tax management experience in a high volume, multi-state organization. * Five (5) plus years of payroll garnishment processing experience including interpretation of child support, tax levies, writs and creditor garnishments * Proven record of managing Federal, and multi-State and Local payroll tax compliance, garnishment administration, FLSA requirements and employment reporting * Proficient in Microsoft Office applications, Payroll Software, GL Systems, importing and report writing Language Skills: * Ability to effectively communicate with Associates at all levels in the organization * Well-developed verbal, listening and phone communication skills * Strong written communication skills with the ability to write routine reports and correspondence **Mathematical Skills:** * Strong mathematical skills * Ability to understand and analyze the payroll tax system calculations **Reasoning Ability** * Ability to think logically in following procedures and instruction * Ability to exercise good judgment and make sound decisions; escalate issues appropriately **Physical Demands/Work Environment:** * The physical demands described here are representative of those that must be met by an associate to successfully perform the essential functions of this job.
