Summary
The Primary responsibility of this is to develop and oversee the execution of the long-term payroll operation’s strategy for the payment of 32,000+ multi-state team members in accordance with wage and hour laws, union agreements and Company policies. The North American Payroll Services Senior Manager will be expected to lead the Payroll and Payroll Analysis & Time Administration teams in a successful transition to the new North American headquarters in Plano, Texas and to establish a benchmark operating model that is sustainable and cost effective while delivering the highest quality team member experience in obtaining accurate and timely payment. They will have responsibility to provide accurate and timely data in support of management and regulatory reporting.
Responsibilities
* Reporting to the Senior Manager will be the Manager of Payroll Operations and the Manager of Payroll Analysis & Time Administration * Lead and manage the team to 1) meet time processing deadlines for all US sites to include timely resolution of issues to ensure accurate and timely payroll processing, 2) evaluate change impact for new/updated Company policy, state, federal and international regulation’s on time reporting for US employees working within the US or abroad. * Make recommendations to on how to meet compliance for the changes within the time reporting and payroll systems * Lead, develop, coach and motivate a team of Team Members * Develop and align NA Payroll Services strategy to achieve organizational priorities that include the smooth transition of multiple payroll functions to the North American Headquarters in Plano, Texas * Motivate and create an environment and framework that supports team member development and ensures business continuity * Establish the most effective & efficient business operating model to optimize organizational resources while ensuring payroll is processed in an accurate and timely manner in accordance with wage and hour laws, union agreements, and company policy * Negotiate and manage contracts and SLA’s with 3rd party providers * Develop internal KPI framework to ensure the highest level of customer service * Ensure the proper framework is in place so that funding with 3rd parties and tax authorities are met, appropriate payroll controls and back-up systems are in place, vendor contract compliance and SLAs are met, and ensure proper payroll and benefit accounting and compliance * Work with stakeholders (ie. HR, Legal, Compensation, Benefits, Tax, and A&F) in planning the near and long-term implementation strategy for proposed Company policy, benefit or regulatory changes. * Negotiate vendor contracts and SLAs working with procurement and legal * Provide support and/or facilitate consensus on recommended solutions within time reporting and payroll for Company policy and regulation changes. * Provide support and resolution to payroll issues or policy escalations and clarifications with internal business partners (e.g. HR, Legal, Compensation, and Benefits). * Develop and align NA Payroll Services strategy to achieve organizational priorities that include the smooth transition of multiple payroll functions to the North American Headquarters in Plano, Texas. * Manage multi-million dollar annual budget * Develop departmental annual plan working with the Managers to break down into section plans with expected targets/KPIs and timelines aligned with the division and company objectives.
Ideal Candidate
* Bachelor’s Degree (or higher) or equivalent work experience in Accounting, Business, Finance, Management, Human Resources, Labor or Industrial Relations * Accounting and/or payroll operational experience from a large corporate, multi-state environment (Large = 5K employees) * Demonstrated ability to develop, communicate and execute strategy within a large organization * Must have very strong analytical and operational skills * Demonstrated analytical ability (e.g. cost impact of changing pay period end dates, as issues arise team member must be able to assess financial, regulatory and customer impact, alternative business solutions, business case development, etc.) * Knowledge of state and federal wage and hour laws, general tax requirements and withholding, and payroll accounting * Advanced level proficiency in verbal and written communication skills with proven results in conflict resolution * General understanding of Time and Labor systems and administration * Demonstrated ability to work effectively in a team environment and positively interact with all levels of management * Experience in a management role within a large corporation with demonstrated ability to lead teams to meet operational KPIs and/or completion of projects * Travel up to 25% during the duration of transition and training possibly throughout 2016 * Must be willing to work some nights, weekends, and holidays to support client payroll processing **A successful candidate may have:** * MBA, CPA, CPP designation * Intermediate level proficiency in Microsoft Access * PeopleSoft PR and or T&L experience * ADP ProBusiness experience or other ADP solution * Experience working with Time and Labor systems and administration (plus from a manufacturing environment) * Workforce Software experience
