Summary
Reporting to the Chancellor, the Vice Chancellor for External Relations is responsible for Marketing, Communications, Government Relations, and the Pima Community College (PCC) Foundation; serves as a member of the Chancellor’s cabinet; and, has overall responsibility for providing vision and strategic leadership for the management of marketing, communications, legislative affairs, city and county government relations, community relations, and the PCC Foundation. The Vice Chancellor for External Relations leads the development and implementation of the College’s marketing strategy and public relations campaigns to attract prospective students, motivate alumni and donors, and recruit high quality faculty and staff. In addition to leading PCC’s central team of marketing and communications professionals, the incumbent in this role, builds relationships with legislative staff, community members, and government representatives to advance the College’s academic mission and drive broader awareness of PCC programs and campuses. This position also provides strategic leadership and administrative oversight for the PCC Foundation and fundraising activities.
Responsibilities
* Develop a vision for marketing and execute the strategy. Strengthen the College’s visibility and strategic outreach to prospective students, partners, donors, friends, alumni, and other advocates, policymakers, and the media. * Provide strategic leadership as part of the Senior Executive Leadership Team; ensure that the College appropriately manages and maintains college policy and guidelines for Public Information. * Lead the design and implementation of effective College messaging and consistent effective branding; identify methods to synchronize and integrate various communications efforts; broaden awareness and visibility of PCC’s programs. * Ensure marketing, communications, government relations and PCC Foundation activities are in keeping with philosophical and operational initiatives of the College. Connect marketing and communications objectives with College financial objectives. * Ensure that the office provides the appropriate spokesperson that help promote the College. Actively engage, cultivate, and manage press relationships to ensure coverage surrounding PCC programs, special events, public announcements, and other projects. Oversee College internal and external communications to include social media efforts, website maintenance and content management, and speech and presentation support to the Chancellor’s office. * Ensure administrative oversight of the PCC Foundation, Foundation fundraising, annual giving, and campaigns. Coordinate with the PCC Foundation, the College community, and the Chancellor’s Office on Foundation activities, events, initiatives, and management functions. * Develop a Government Relations strategy for local, state, and federal relations and develop relationships with elected officials as well as legislative staff and community members. * Oversee College production of publications and maintenance of all marketing collateral, digital publications, and printed publications. Develop e-publications in line with market trends and best practices. * Oversee development of metrics for Marketing, Communications, Government Relations and PCC Foundation activities; execute processes to capture the effectiveness of initiatives; modify strategies as necessary to reach desired results. * Prepare and manage the annual Marketing and Communications budget and work collaboratively with the Executive Vice Chancellor for Finance and Administration to direct expenditures and track the value of marketing campaigns. * Perform other related duties as assigned.
Ideal Candidate
* Master’s degree in Marketing, Communications, Public Relations or related field and * Five years of executive-level experience in a higher educational setting or equivalent with a demonstrated understanding of higher education and its operations OR * Master’s degree in Marketing, Communications, Public Relations or related field and * Ten years of experience in a complex organization serving multiple groups and * Strong working knowledge of marketing and communications channels, trends, public relations and administration. OR * An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job in an executive capacity will be considered. Applicants who have characteristics and experiences that meet the “Key Selection Criteria” and the “Additional Competencies” but do not meet the education or experience requirements should submit a separate document outlining how their background is equivalent to the requirements. **Preferred Requirements:** * Ten years of progressively responsible executive-level Marketing and Communications, Public Relations, Government Relations experience in a higher educational setting or equivalent. **Key Selection Criteria** To be successful in this role, the Vice Chancellor for External Relations must possess outstanding leadership qualities, vision, and strategic ability; a strong commitment to service and accountability; and a deep interest in building strong relationships with staff, the community and stakeholders. The Vice Chancellor for External Relations will be perceptive at navigating an environment of higher learning; skilled at leading marketing processes; and will possess the Marketing and Communications expertise to shape brand management, media relations, public affairs, internal and leadership communications, social media, and community and government relations. * Strong leadership skills with demonstrated competencies in making complex decisions; successfully developing and implementing short and long-term objectives; aligning resources with strategy; delegating effectively; and managing effective work processes. * An accomplished record of leadership in developing a genuine service ethic within marketing and communications and promoting an environment of excellence, support, and satisfaction throughout the College. Demonstrated standard for being a role model of ethical behavior by consistently conforming to the highest ethical standards and practices. * Ability to work effectively with leadership, governance, and faculty across a wide range of academic and business operations areas with multiple constituents and to serve as an advisor and consultant to these groups. Ability to negotiate with internal and external stakeholders to advance the interest of the College. * A strong foundation and expertise in brand management with the ability to make good judgments in marketing and public relations management.
