Summary
To lead and be accountable for managing the project development team and implementation of the community Master Plan, including planning, entitlement, design, permitting, and construction of capital and neighborhood improvements in Tehaleh including the administration and control of infrastructure budgets and schedule.
Responsibilities
* Direct community level entitlement approvals and permits and modifications to the approvals. * Direct the development and implementation of community strategic plan. * Establish budgets and schedules for development costs (direct, common, amenity, masterplan, maintenance, and ops, HOA subsidy). * Direct and oversee community development projects including community master planning, residential neighborhood planning, off-site mitigation obligations, engineering, permitting, construction, final plat recording, and county acceptance. * Direct preparation of the annual business plan and regular updates utilizing divisional, regional, and Home Office support personnel, and to ensure timely compliance with the planning effort. * Develop monthly updates, presentations, and approval requests for the Project Operating Committee, Project Executive Committee, and Newland Investment Committee. * Review bid analysis and recommend awarding of construction contracts and major consulting contracts to Operating Committee. * Develop and maintain detailed project Capital Improvement Plan. * Develop and maintain detailed bond summary and ensure releases in a timely manner. * Direct development pattern to maximize infrastructure investment and ensure regulatory conformance. * Develop and quantify cost reduction scenarios. * Develop and analyze costs and benefits of potential scenarios and plan revisions. * Monitor and measure financial and schedule performance of development projects and conduct quantitative and qualitative analysis to inform updates to the Capital Improvement Plan. * Manage staff level relationships at government agencies and utilities including conducting recurring meetings with various departments and stakeholders. * Manage development agreements and monitoring programs with local agencies. * Direct consultants, advisors and contractors and manage agreements with same. * Be knowledgeable of and monitor federal, state and local regulatory issues relevant to land development and homebuilding. * Participate in HOA and Architectural Review Committee (ARC) Boards. * Ensure the efficient and businesslike management of appropriate community HOA operations; and manage the efficient turnover of HOA operations as necessary. * Serve as a member of the ARC responsible for the review and approval for all architectural and house site plan submittals and ensure the efficient and businesslike management of the committees. * Promote team participation through mentoring, coaching and encouraging direct reports and other support staff. * Represent Newland in appropriate local business organizations such as Home Builder Associations and Chambers of Commerce. * Participate in regional growth strategy implementation, to include acting as an acquisitions team member, as requested. * Participate as team member in company initiatives, as requested. **Direct Reports to this position could include:** * Project Manager * Assistant Project Manager * Construction Manager * Project Coordinator
Ideal Candidate
**Knowledge/Skills/Abilities Needed:** * Excellent technical, quantitative, and analytical skills * Excellent computer skills, including Microsoft Office and Microsoft Project with ability to perform financial analysis using Excel, and the capability to master the use of proprietary software programs * Understanding of design and engineering software programs * Excellent verbal and written communications skills * Energetic team player who thrives in a collaborative environment **Minimum Educational/Experience Qualifications:** * Bachelor’s degree in civil engineering, construction management, or related discipline * 10+ years in land development with an emphasis on creating master-planned communities including residential lot subdivisions and commercial parcels * Planning and development of major project infrastructure including roads and utilities with substantial grading requirements * Experience in managing development teams (consultants, contractors, agencies) to achieve business plan goals * Thorough understanding of environmental issues and sustainability initiatives * Familiarity with residential homebuilding and products * Experience in and knowledge of vertical construction projects desirable * Development experience in the Seattle-Tacoma metropolitan area
