Summary
The Deputy Director, Real Estate Development at the Massachusetts Port Authority provides professional leadership, overall management, and administrative functions for RE&AM regarding the Authority’s commercial real estate development in support of the Maritime and Aviation department objectives.
Responsibilities
**In consultation with the CDO, manages and directs the activities of the Department’s real estate development staff to effectively plan and develop Massport’s Maritime properties for maximum contribution to Massport’s mission and objectives.** 1. Works with ground lease tenants, developers, and other State and City agency personnel to carry out development strategies. 2. Presents strategic priorities and budgets/plans/actions to the Chief Development Officer, Executive Administration and Board of Directors, as appropriate. 3. Advises on planning and development issues related to the Authority’s properties. 4. Advises the Chief Development Officer in the development of clear, consistent, and comprehensive policies and objectives related to development issues. 5. Directs preparation and reviews financial projections and analysis to assist RE&AM, A&F, and Maritime Departments in decision-making regarding real estate planning and evaluation of proposed projects; directs creation of departmental metrics to measure the financial contribution of real estate assets to Massport and to assist in decision-making. **In consultation with the CDO, oversees the project conceptualization, development and selection process, and physical, environmental and economic analyses for private third party commercial and residential real estate projects on the Authority’s property.** 1. Establishes, with the CDO, development policies for future commercial real estate developments consistent with Massport’s Strategic Plan. 2. Oversees outside consultants engaged to provide specialized analytical services on Massport's development projects. 3. Prepares and presents briefings to the Executive Administration, Real Estate and Strategic Initiatives Committee, and Board of Directors on assigned projects. 4. Coordinates efforts with Maritime and other departments’ staff as appropriate. 5. Evaluates and analyzes the financial performance of potential development opportunities. 6. In consultation with the CDO and Director of Community Relations, establishes contact and coordinates with public, private, and community agencies or groups throughout all phases of the project. **Directs programmatic, financial, design, legal, environmental, and political aspects of major development projects on Massport property in consultation with the CDO and in conjunction with Senior Project Managers.** 1. Negotiates and assists Chief Development Officer in negotiation of business terms and Ground Leases, Development Agreements, and other legal documents related to large, long-term development projects. 2. Negotiates and assists the Chief Development Officer in negotiations for Memoranda of Understanding, Chapter 91 licenses, and other permitting agreements with State agencies. 3. Identifies appropriate interim uses and negotiates short term agreements for the productive use of Massport land assets. 4. Creates strategy, reviews and directs production of State and City environmental permit filings for key projects. 5. In consultation with the Chief Development Officer, directs the design review process for all non-aviation related commercial development projects. **Collaborates with the Deputy Director for Asset and Portfolio Management to ensure development and asset management tasks and functions work together efficiently.** 1. Preparation of EP&D Operating and Capital Budgets. 2. Revenue projections and monitoring performance against budgets. 3. Efficient coordination and transfer of new ground lease developments from Senior Development Managers to Asset Management group. 4. Coordination and reviews with Internal Audit. **Manages the activities of Development group staff.** 1. Directs and coordinates activities and functions utilizing knowledge of Massport policies, standards, and practices. 2. Reviews and analyzes reports and documents prepared by staff. 3. Confers with supervisory personnel to obtain data required for department activities, such as new departmental commitments, status of work in progress, and problems encountered. 4. Assigns or delegates responsibility for specific work or functional activities and disseminates policy to supervisory personnel. 5. Gives work directions, resolves problems, manages workloads, and sets deadlines to ensure completion of work. 6. Provides supervision and technical guidance to assist project staff and development managers on selected projects. 7. Coordinates activities of unit with activities of other departments to insure optimum efficiency and economy. 8. Provides staff with direction on their professional development. **Secondary Job Tasks:** * Completes other selected projects as assigned by the Chief Development Officer.
Ideal Candidate
**Education:** * Bachelor’s Degree in real estate, business administration, architecture, public administration, or a related field required. * Master’s or advanced professional degree in a related field preferred. **Experience:** * Minimum 10 years of experience in real estate development / financial analysis, asset management, or a directly related field conducting analysis, developing policy, and managing complex planning / real estate projects required. * Previous managerial experience with demonstrated skills in a supervisory function required. * Both relevant public sector and private sector professional experience at a senior management level highly desirable. **Unique Expertise/Certification/Registration:** 1. Working knowledge of real estate market feasibility and finance, project proformas, and asset management systems and functions required. 2. Working knowledge of governmental regulations and procedures regarding local land-use controls and environmental review procedures within Massachusetts required. 3. Working knowledge of physical planning and design principles and issues; ability to read and comprehend design documents and drawings required. 4. Solid working knowledge of computer software including Outlook, Excel, and Word required. Working knowledge of other management and presentation software programs is highly desirable (ex: PowerPoint). 5. Strong oral communications and public presentation skills including presentations to large audience and diverse constituencies. 6. Strong writing skills using a variety of formats and protocols. 7. Ability to pass a Massport controlled substance test and background security checks. 8. Current and valid driver’s license **Work Schedule:** * Ability to work a 37.5 hour work week. * Ability to work additional hours as workload demands. * Ability to meet deadlines and respond to fluctuating work load demands as necessary is required.
