Responsibilities
The Program Manager for Partner Church Capacity Building (PM/PCCB) is responsible for building, nurturing and maintaining project-based relationships and ongoing capacity building with Lutheran Church Missouri-Synod partner church bodies in regions where Lutheran World Relief (LWR) operates, initially but not exclusively with a focus on Latin America and Asia. The PM will identify potential church partners who are affiliated with LCMS and who are willing to engage with LWR in small projects that seek to provide works of mercy to alleviate human suffering and promote the dignity of women and men suffering from poverty and marginalization overseas. S/he will work with partners to develop projects in the areas of Agriculture, Climate and Disaster Risk Reduction, and/or Emergency Response, in line with LWR’s standards for program quality and accountability. S/he will work with partner churches to identify capacity needs in the area of human development /emergency response and to develop plans for building those capacities. S/he will promote opportunities for mutual learning and sharing of experiences among partner churches on areas of development or emergency response. S/he will communicate LWR’s work with partner churches within and to the LCMS. S/he will also support LWR’s Vice President for International Programs Department in strategic planning, program design and support of general IPD objectives as needed. Given the position’s responsibility for work in Latin America, Spanish fluency is required. The position will be based in LWR’s headquarters in Baltimore, Maryland; however, in special circumstances LWR may consider allowing the candidate to work remotely from another U.S. location. The position will work in close coordination with both International Programs and External Relations staff. - Program Management - Work with partners in developing concept papers and proposals for relief and development projects - Use the partner assessment tool and compliance matrix to accurately assess partner strengths and weaknesses - Guide partners on initial project design using highest industry standards - Ensure partners understand the LWR’s DMEL toolkit - Guide partners on format for proposal narratives - Provide technical support on logical frameworks - Ensure logical framework is completed with clear objectives and measurable outcomes - Work closely with partner on budget and ensure all costs are allowable, accurately documented, and within the budget parameters - Work with partners to ensure progress, financial, audit, and evaluation reports are submitted to LWR on time and in accordance with the LWR’s guidelines - Review reports and provide feedback to partners within one week of receipt - Ensure all narrative and evaluation reports are of professional quality and meet industry standards - Accompany partners throughout the implementation period. - Work with partner to establish targets for all objectives - Ensure that partner is monitoring and reporting against established outcomes - Document monitoring trips highlighting successes, learnings & any specific issues for follow up as may be needed - Ensure partner is aware of issues raised in monitoring report and taking steps to address problems and gaps - Ensure appropriate and timely technical assistance to partner organizations to attain quality project implementation in accordance with the approved project proposals. - Provide technical support on agricultural, water, DRR, civic participation, livelihood and/or other project components - Provide assistance on emergency projects as requested, in coordination with Emergency Operations Unit. - Provide regular feedback to partners on project implementation - Capacity Building - Build the organizational capacity of church partners based on mutually identified plans of action - Use the partner assessment tool and compliance matrix to accurately reflect partner strengths and weaknesses - Draft a partner training plan to address areas prioritized for learning and development - Provide training and/or develop TORs for consultants for address partner capacity - Ensure that all partners are operating at the highest quality level of program and financial management. - Representation - Establish and/or maintain good relationships between LWR and LCMS partner churches in Latin America, Asia, and Africa. - Introduce and represent LWR to potential partners - Liaise and coordinate with LCMS International Regional Directors to identify and prioritize LCMS partner churches for potential partnership and provide feedback to the Regional Directors on progress made with those partnerships. - Develop and maintain list of potential church partners with related strengths within LWR priority areas. - Ensure that church partners are apprised of LWR’s work and strategies. - Ensure communication and exchange of information is accurate and respectful - Respond to partners and potential partners within 2 days of inquiry - Represent LWR programs to LCMS in U.S., in coordination with other LWR staff and leadership - U.S. Lutheran Engagement - In collaboration with External Relations, seek ways to engage U.S. Lutherans, particularly LCMS Lutherans, in the work of LWR. Specifically: - Coordinate with Marketing and Creative Services and Constituent Engagement to ensure that LWR’s work with LCMS partner churches is made visible to our constituents - Ensure that Lutheran constituents (LCMS congregations or individuals or other stakeholders) interested in LWR’s work with partner churches in Africa, Asia and Latin America receive information and relevant communications on our programs. - Professional Development - Engage in ongoing professional development. - Other Other duties as assigned by supervisor.
Ideal Candidate
1. Commitment to LWR's core values of Gratitude, Calling, Accompaniment, Stewardship and Innovation. 2. Bachelor’s Degree in international development, international relations, social sciences, or related field; Master’s preferred. 3. Minimum of 5 years of professional experience, including equivalent of at least 2 years (cumulative) working in a developing country context. 4. Fluency, both written and verbal, in English, and ability to communicate professionally in writing AND verbally in Spanish. 5. Proficiency with Microsoft Outlook, Word and Excel software 6. Experience working within LCMS structures or with LCMS partner churches. 7. Experience in project and budget design and management. 8. Excellent intercultural and interpersonal skills, including experience in working with different cultures. 9. Willingness and ability to undertake 8 international trips per year. The PM will be required to travel to countries that are subject to State Department travel warnings; to endure potential extremes of temperature and variations in altitude, and to travel to remote places, including occasional field visits on foot, by boat, or at times on horseback or by other non-vehicular conveyance. 10. Experience with and commitment to working in a very diverse workforce. 11. Familiarity with Lutheran theology, church structures (principally LCMS-related), and church member motivations and sensitivities.
