The Virginia Department of Transportation (VDOT) is responsible for building, maintaining and operating the state's roads, bridges and tunnels. And, through the Commonwealth Transportation Board, it provides funding for airports, seaports, rail and public transportation. Virginia has the third-largest state-maintained highway system in the country, behind Texas and North Carolina.
Responsibilities
VDOT is seeking an innovative and dynamic candidate to direct the improvement and maintenance of highway assets and infrastructure for 18,000+ lane miles of roads and over 2500 bridges and large culverts in the 14 counties in its Richmond District. - As an Assistant District Administrator (ADA) for Maintenance, the successful candidate will develop and lead the implementation of a strategic approach to maximize financial and operational resources which support asset and infrastructure maintenance. - This position will also build and sustain a high performing, engaged, and results-driven workforce through effective management of program areas including: residency and contract maintenance operations; structure and bridge inspection, maintenance, and design; fleet maintenance and management; roadside management; and pavement inventory and management. - The ADA for Maintenance directs the development of complex multi-million dollar maintenance budgets and oversees the development, implementation, and administration of funding strategies in order to sustain measurable improvements in asset conditions. - As a senior district leader, this position mentors and provides strategic guidance to residency and program leaders; works collaboratively with internal and external stakeholder groups including citizens, local government officials, contractors, and community groups to effectively represent and deliver the maintenance program; directs the development and implementation of effective performance strategies and monitors performance metrics for assigned program areas; and serves as the primary district liaison with VDOT divisions and functions which support maintenance and asset management program delivery. - The ADA for Maintenance directs the full range of critical emergency operations in the Richmond District during inclement weather and other emergencies.
Ideal Candidate
- Demonstrated progressively responsible experience in developing and managing transportation maintenance and infrastructure programs. - Experience with developing and managing complex budgets and developing innovative funding strategies. - Considerable knowledge of highway maintenance principles, practices, and methods. - Knowledge of contract management principles and practices. - Considerable knowledge of managerial, administrative, supervisory principles/practices to include strategic planning, operations, human resources, and financial management principles and practices. - Considerable knowledge of federal, state, and local transportation regulations and policies. - Ability to build partnerships with various levels of government, elected officials, non-profit and private sector groups and employees. - Ability to establish effective performance measures and to direct and evaluate performance results. - Ability to communicate effectively both orally and in writing. - Ability to work effectively in both a fast-paced/complex urban environment and a rural environment. - Ability to think strategically and apply a big picture perspective. - Ability to discuss multiple aspects and impacts of issues and project them into the future. - Ability to present complex information to internal and external individuals and groups. - Skill in maneuvering through complex political situations effectively and demonstrating sensitivity to how people and organizations function. - Skill in the use of computers and software. Preferred Qualifications - Valid Operator’s License. - Overnight travel required. - Position is designated essential in emergency operations. - Position may be subject to “Statement of Economic Interest Disclosure” upon hire and annually.
