Summary
Engility Corporation – International Division is seeking a Human Resources Manager to assume authority and responsibility for all Human Resources requirements necessary to fulfill a Department of State contract supporting Embassies and Consulates world-wide. Responsibilities will include managing recruitment, hiring, employee relations, performance management, compensation, training, and benefits administration for US and foreign nationals. This is a management position based in Alexandria, Virginia but periodic national and international travel is required.
Responsibilities
* Provides day-to-day direction in all aspects of international human resources * Assumes responsibility for development of guidelines, policies and procedures on expatriate issues * Develops and assists the implementation of human resource programs for all foreign entities with a concentration on host-country labor law and legal issues * Responsible for implementation of International Assignment Agreements, hiring of local nationals outside of the United States and expatriate tax issues * Regularly assesses the training and development needs of global staff and coordinates and/or delivers the necessary training to address the needs * Ensures applicable tracking, compliance and reporting of HR related issues as required by applicable international laws * Conducts periodic audits of human resource activities to ensure compliance with company standards and procedures. * Recruits field office staff * Creates and tracks all field employment agreements * Onboard new employees * Maintains all employee files * Analyzes and recommends benefit and insurance packages * Maintains benefit and insurance policies and programs * Maintains and recommends new HR policies and procedures; maintains employee manuals * Assists management team and staff with annual performance reviews and compensation administration * Partners with management to conduct investigations into concerns and complaints; identifies, implements, and provides a written summary of immediate and systemic solutions * Conducts new employee orientation for associates; identifies and implements improvements to orientation and onboarding processes in local work locations * Provides HR policy and procedural interpretation and guidance; identifies, drafts, and recommends revisions to policies, procedures, and processes for HR and leadership approval * Establishes and regularly updates staffing plan with assigned hiring managers to identify current and expected open positions
Ideal Candidate
**Minimum Tangible Qualifications:** * Must be able to obtain a U.S. Secret level security clearance * Bachelor’s Degree in Human Resources, International Business, or related field * At least 10 years progressive HR experience with at least 5 years in an HR leadership capacity * Two years International HR experience including hiring and benefit administration of foreign nationals in host countries * 3 years of supervisory experience in recruitment and workforce planning * Must be knowledgeable of current International, State, Federal and Local employment laws * Solid experience investigating and resolving employee relations issues **Preferred Qualifications:** * MBA or related degree. * SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified
