Summary
The Recruiting Manager will provide leadership and operational direction for a recruiting team focused on high-volume recruiting for both full-time and part-time hires. This position is charged with creating and sustaining the processes, tools and sourcing activities that build the organizations’ competitive advantage gained by attracting and selecting high caliber talent to support company growth. S/he will ensure an on-going base of top talent and creative sourcing to fill positions at all levels and manage key recruiting metrics to ensure timely, quality hires. This role is responsible for developing, managing and streamlining the recruitment processes, procedures and managing the team responsible to source, assess and on-board a diverse pool of qualified candidates in a multi-state, fast-paced environment. The Manager will also be expected to provide full-service recruiting services as needed to support fluctuating volume.
Responsibilities
**Key Opportunities:** * Continuously feed a pipeline of part-time and full-time candidates in locations across the United States – including several hard-to-fill locations. * Continuously improving recruiting process capability and ensuring a high quality, streamlined and expeditious candidate application, interview and on-boarding experience. * Opportunity to manage fluctuations in staffing needs and candidate pool availability while delivering solid performance metrics. * Opportunity to manage significant change, complex and/or new relationships, conflicting requirements of multiple stakeholders and operating with limited resources. The Recruiting Manager provides leadership, support, advocacy and vision to a team of experienced recruiters and support staff who provide recruiting support to hiring managers across the organization. S/he also develops a strategic talent management plan that allows the organization to: * Develop a leading edge approach to local sourcing efforts for part-time talent * Become more proactive versus reactive * Improve and expedite the recruiting and on-boarding processes **Responsibilities and Expected Contributions:** **Business Functional Results** Manage contracts with the external sources such as Recruiting Agencies, Recruitment Process Outsourcing firms, background check providers, job boards and local advertisers, etc. - ensuring spending stays within budget. **Managing Execution** * Administer resources, projects and the overall hiring process to fill open positions, while managing employment compliance issues, resulting in quality hires within the agreed upon time frames. * Develop recruitment materials to ensure field personnel is appropriately trained on the hiring process, including interviewing as well as any compliance issues associated with hiring. * Review and evaluate internal operating processes, facilities, systems, and procedures for responsiveness to customer requirements; develop and implement changes and enhancements, as appropriate. **Generating Talent** * Hire, develop, and lead a high-performing team. * Provide leadership, support, advocacy and vision to a team of experienced and new recruiters and support staff who provide recruiting support to hiring managers across the organization. * Manage the supervision of personnel, which includes selection, work allocation, training, development and problem resolution; evaluate performance and make recommendations for personnel actions; motivate, coach, inspire and mentor employees to achieve peak productivity and performance; invest in employees’ welfare through interaction, social events and education growth. * Conduct gap analysis to effectively fill the staffing needs of the organization. **Strategic Leadership** * Collaborate with internal customers on process excellence, continuous improvement ideas and innovative concepts; identify and evaluate fundamental issues and provide strategy and direction to the organization and your team to resolve them. * Provide strategic talent acquisition solutions to support company growth initiatives while keeping within budget constraints; produce and manage clear, actionable steps from overall recruiting strategy. * Contribute to our effort to be an employer of choice as measured by survey results, staff feedback and turnover; contribute to brand identity development. **Managing Relationships** * Partner with internal and external stakeholders to maintain positive interpersonal relationships by delivering efficiency, visibility and efficacy of recruiting processes and outcomes. * Responsible for building and managing relationships within the organization to provide excellent customer service. * Represent the organization at various community and/or business meetings, committees and task forces; promote existing and new programs and/or policies. * Manage relationships with recruitment vendors. * Perform other duties as required and assigned.
Ideal Candidate
**Requirements:** * Must have seven (7) years of experience in full-cycle recruiting including exposure to a global environment, preferably in a fast-paced team work environment * Minimum of five (5) years supervisory experience * Disciplined in handling confidential information * Knowledge of relevant Federal, State and local laws preferred * Bachelor of Arts degree in Business, Human Resources Management or related field required * Master in Arts degree in Human Resources or Business Administration a plus * Certifications helpful, but not required: Senior Professional in Human Resources (SPHR) certification; or Professional Human Resources (PHR); or Human Resources Management Certificate * Exposure to a networked environment using a Windows and/or Windows-like interface * Proficiency with Microsoft Office Suite * Intermediate to advanced knowledge of Applicant Tracking systems (ATS), Human Resources Information Systems (HRIS) and other payroll and software applications; Workday Recruiting experience highly preferred * Advanced knowledge of sourcing techniques including usage of job posting sites as well as newer technology/service offerings in the recruitment space. **Attributes/Competencies:** * Leadership Skills * Interpersonal Skills * Customer/Client Focus * Decision-making * Detail-orientation * Oral and Written Communication Skills * Building Effective Teams * Drive for Results * Integrity and Trust * Analytical Skills * Time Management * Organizational Skills
