Summary
The Sr. Director Capital Planning and Program Management Office directs the integration of IT process across multiple functional areas. The position oversee services provided to multiple internal customers. He/She will provide leadership, organization and coordination to support the PMO’s key activities, encompassing program planning, governance and project management. The Sr. Director will ensure all projects administered by the PMO adhere to the best practices and standard approaches for program and project management. This resource is responsible for building and providing direction to the IT Project Management office as a center of competence (CoC) and s/he will define and develop project/program management best practices, processes, and policies to ensure alignment with corporate strategy and goals. He/She is responsible for the supervision of project/program managers to ensure that all projects are delivered within the defined scope, quality, time and cost requirements.
Responsibilities
* This role will also provide leadership in the areas of FRA grant coordination, internal/external audits, overall governance, and portfolio management and repoorting. This role will govern and direct the Program Management Office to deliver solutions consistent with the prioritization of all Capital Projects. This role leads the coordination for Capital funding with the internal Finance deparment and the IT teams and maintains the Plan of Record for Capital funds. * Responsible for creating an integrated information technology plan to support one of more organizational strategies. * Participates in the governance board that defines the IT mission, oversees operations, and determines IT investments, and pricing and product strategies. * Responsible for creating a master plan focused on major projects, forecast appropriations or expenditures, capital financing sources and impacts to operating budgets. Sets tactical and strategic policy, leadership, direction and prioritization of all Capital Projects * Responsible for coordinating Capital funding with Capital Finance and managing the Plan of Record or Capital Funds * Recommends IT spending and develops budgets. Tracks budget and takes appropriate steps to stay within budget. * Deliver formal presentations and executive summaries to senior management to provide recommendations and status updates on strategic and operational initiatives. Garner support for project management standards from the executive sponsor and steering committee, and ensure these stakeholders have representation within the project governance organization. * Assemble cross-functional integration teams and assign individual responsibilities. Provide project leadership, work direction, and feedback. Influence the work of others outside of direct authority to ensure project milestones and deliverables are met. * Ensure that the PMO is appropriately staffed to support project management needs at the enterprise-level. * Supports and mentors project managers to assist them with maintaining and reviewing project artifacts, schedule, following processes, risk, issue and change management, etc. * Establishes measureable individual and team objectives that are aligned with business and organizational goals. Documents and presents performance assessments. * Recognizes and rewards associates commensurate with performance. Implements organizational practices for staffing, Equal Employment Opportunity (EEO), diversity, performance management, development, reward and recognition, and retention. * Ensures staff has the resources and skills needed to support all work initiatives. Forecasts new skill requirements based on emerging technologies. Participates in IT workforce deployment activities. * Generates appropriate communication, process and educational plans for mitigating the disruption of change. * Develops timelines and action steps for anticipating and framing the type of change.
Ideal Candidate
**Work Experience:** * PMP (Project Management Professional) Certification preferred or thorough knowledge and demonstrated execution of project management methodology including documentation. * Extensive experience as Project Manager. * Demonstrated experience managing PMO. * Highly skilled in Microsoft Office Suite, as well as, Microsoft Project, Sharepoint and other current tools applicable to the position. * Considerable knowledge of state and federal transportation planning processes; grants management processes and procedures, Federal and state environmental procedures for planning and project design/analysis, grant application and grant writing, and railroad operations and development. * Knowledge of financial management and procurement practices and procedures * Requires leadership experience in managing cross-functional teams (employees, contractors and system intergatorts) and influencing senior level management and key stakeholders. * Requires demonstrated ability to launch and deliver multiple, concurrent projects on time and within budget. * Experience managing large capital projects, planning techniques and principles. * Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources. * Ability to effectively mentor and manage staff including the ability to support to project managers and project leads. * Ability to manage resources in a continuously changing environment with competing demands. **Preferred Work Experience:** * Experience working in large complex companies, that heavily rely on real time 7x24 IT operations to successfully service external customers. **Communication and Interpersonal Skills:** * Must have excellent oral and written communication skills and work well with others in a matrix team environment, and must be self-motivated. **Supervisory Responsibilities:** * Yes
