Summary
We are seeking a knowledgeable professional to help support the Human Resources Department in creating trusted partnerships through guidance and service to all departments in the County. The successful candidate will perform a variety of professional, technical, and analytical work in contributing to employee relations, talent development, asset protection, performance management, learning and development and other related HR areas, under general supervision; and partner with others at all levels throughout the organization on organizational strategies and programs to support the mission.
Responsibilities
- Assists the Human Resource Manager within all areas of Human Resources - Acts as an internal consultant, by providing responsible, professional and technical support and guidance, to the assigned client groups (and others as needed) on HR issues including recruitment, disciplinary and coaching needs, employee relations, training, and policy development/interpretation - Assists in the recruitment process by coaching and training managers, screening applications, scheduling and participating in interviews, attending job fairs, and working with managers to implement policies and strategies to support the selection of qualified candidates in a timely manner - Assists in the development of retention strategies and participates, leads, and/or organizes projects associated with retention, including exit, entrance, and stay interviews - Assists in the delivery of new hire orientation, employee recognition events, cultural enhancement activities, and special projects - Updates job descriptions and maintains job descriptions for the assigned client groups, works with classification committee when job descriptions or status of positions change - Conducts appropriate investigations; prepares reports summarizing findings, and makes recommendations for appropriate action - Reviews corrective and disciplinary action documents, helps to prepare and schedule pre-disciplinary conferences for assigned client group Department Directors, coaches and trains supervisors and managers on disciplinary issues and performance improvement plans - Participates in the training program by teaching classes, creating classes, and providing input to the program design - Assists with the strategic initiatives of the Human Resources Department including performance management, process improvements, and streamlining efforts - May exercise some supervision over staff in the absence of the HR Manager and may occasionally supervise interns - Maintain compliance with pertinent Federal, State and local laws, regulations and ordinances - Performs special studies, projects, and tasks as assigned and required - Performs other related duties and responsibilities as required
Ideal Candidate
- Knowledge of and highly skilled in state of the art principles and practices of human resources administration - Knowledge of and highly skilled in principles of adult learning theory - Knowledge of and highly skilled in basic principles for job evaluation and analysis - Knowledge of and highly skilled in Microsoft computer based software applications (Word, Excel, Outlook, PowerPoint, etc) - Ability to implement techniques of recruiting, testing, and selecting applicants for employment - Knowledge of and highly skilled in understanding wage and salary/benefit administration principles and practices - Knowledge of and ability to interpret, understand, explain and follow pertinent Federal, State and local laws, codes and regulations - Ability to gather, organize and analyze statistical data - Ability to participate in developing operational reports and recommendations - Skilled in communicating clearly and concisely, both orally and in writing - Ability to establish, maintain and foster positive and harmonious working relationships with those contacted in the course of work Requirements - Experience – A minimum of three to four years of progressive and diversified Human Resources experience - Training - Bachelor's degree from an accredited college or university with major coursework in Human Resources Management or a related field; Master's degree preferred **Licenses or Certificates:** - SPHR or PHR certification desired **Special Requirements** - This position will require some travel between locations. The locations are located within Adams County, Colorado
