Summary
The Senior Director Project Management Engineering oversees the $3 billion NGHSR equipment acquisition and directs from conceptual design to project implementation and close-out, the planning, development, integration, estimating, scheduling, and management of resources required to accomplish all aspects of short and long range activities for the NGHSR acquisition within scope, schedule, and budget. The Senior Director is the head of the technical project team and is responsible for delivery of assigned project to budget and program. Serves as the Senior Director SRFI / Tier III PMO in his absence.
Responsibilities
* Oversees the technical design review process and ensure compliance to specification for all of the engineering project related matters. * Engages both internal and external stakeholders to ensure that design issues are resolved with efficiency. * Oversees the activities of various Amtrak organizations supporting the acquisition process to ensure that the appropriate inputs and actions for the entire organization are addressed and/or undertaken when required (includes: Mechanical, Rolling Stock Engineering, Procurement, Finance, Product Development, Policy & Development, Engineering/Infrastructure, Transportation, Quality Assurance, Law). * Leads all facets of the assigned project including, but not restricted to: definition of requirements; delivery of equipment from vendor; preparation of maintenance facilities to support new equipment; training of maintenance staff and train crews; procurement of initial provisioning spares; planning for overhaul requirements, capital spares and facility requirements; creation of a transition plan that allows migration from the project team to whatever in service support infrastructure is required to sustain the fleet in service. * Provides input to the development of capital budgets, requirement specifications, project timelines, and project reports as required and monitors project progress against budget. * Directs the overall performance of the acquisition team to ensure compliance to project goals, deliverables, and timelines. * Interfaces directly with Amtrak’s Executive Staff and Board of Directors for program updates and presentations as well as responses to inquiries when required. * Assists with the maintenance of project documentation.
Ideal Candidate
**Work Experience:** * Bachelors Degree in Engineering * Certification in Project Management * Demonstrated experience managing projects or procuring new equipment. * Demonstrated project and financial management experience. * Demonstrated experience in transit, railway, electrical/electronics service shop, or capital-intensive transportation equipment manufacturing or overhaul environment. * Extensive experience working in a technical capacity within the rail industry * Knowledge of railway industry quality standards and ISO procedures, safety and regulatory requirements, and applicable Northeast Operating Rules Advisory Committee (NORAC and Association of American Railroads (AAR) general code operating rules. * Ability to grasp the advantages and risks of railway technologies and frame tactics to effectively deal with suppliers. * Demonstrated financial management and project management skills. * Strong facilitation and problem solving skills. * Ability to work effectively with others at all levels in the company as well as with external stakeholders. * Strong computer skills **Preferred Word Experience:** * Masters Degree in Engineering or in a related field. * Demonstrated knowledge of railway engineering regulatory requirements (i.e. AAR, AREMA, FTA, FDA, and FRA) and UIC and/or UITP standards. * Member of AAR, IEEE, ASME, SAE, ASHRAE, or similar technical committee. * Engineering experience related to the procurement and/or maintenance of existing vehicles or late model and/or complex transportation or electrical equipment in commercial and non-commercial environments. **Communication And Interpersonal Skills:** * Excellent oral and written communication skills, including presentation skills.
