Summary
The Senior Director of Talent Acquisition is responsible for leading Amtrak’s Talent Acquisition organization by developing and implementing cost effective talent acquisition strategies, best practices and programs to fill requisitions in a timely and cost-effective manner, reduce unwanted turnover and meet current and future business needs while promoting Amtrak’s culture.
Responsibilities
* Meet with Talent Acquisition functional teams to review key initiatives and objectives, assess service level standards and aging requisitions, and evaluate overall delivery of service. * Collaborate with stakeholders at all levels of the organization to develop and deliver effective talent strategies and processes that align with Amtrak’s business objectives, drive superior results and strengthen Amtrak’s talent base. * Educate stakeholders on Amtrak’s TA polies to include agency use, job posting requirements, Affirmative Action, compensation strategies, recruiting management system (RMS) responsibilities, behavioral based interviewing techniques, and social recruiting. * Ensure the Talent Acquisition team confidently and consistently executes on all stages of the talent acquisition process. * Ensure a consistent approach is taken by all TA staff. * Develop and assess TA productivity and objectively measure hiring manager satisfaction with their TA support. * Provide leadership, guidance and professional development to the TA Team with the focus on being consultative and strategic to the business, while raising the bar of recruiting performance. * Provide expert consultation to team members and business leaders regarding a variety of TA topics. * Lead the TA technology platform strategy while collaborating with HC Technology and IT to ensure full optimization, utilization, enhancements and continuous improvement of the ATS and other recruitment tools. * Ensure legal compliance with regards to TA initiatives and Affirmative Action planning. * Communicate decisions, priorities and relevant project information to appropriate levels of staff. * Use data to identify trends and recommend any course of action needed. * Support budget management, planning and expenditures. * Provide leadership through coaching, training, advice and counsel on complex recruitment issues (labor market supply, demand, competitive intelligence, assessment techniques, etc.) * Ensure that TA’s candidate pipelines are infused with diversity and that sourcers are educated on best-in-class sourcing techniques supporting diversity initiatives. * Develop creative talent acquisition strategies and proactively build an ongoing pipeline of qualified candidates for critical and repeat positions to ensure future talent needs are met. * Proactively evaluates and assesses the business functions’ talent acquisition needs and organizational and reporting structure to implement creative, efficient, and effective sourcing and recruitment activities to resolve needs/challenges of the business. * Acts as a subject matter expert in talent acquisition strategies and educates internal team members on best practices in sourcing, legal requirements, interviewing skills and other related topics. * Monitor the overall delivery of services by assessing healthiness of open positions and the client satisfaction of the TA staff. * Works with peers in Human Capital to advance the effectiveness and excellence of the department and company through continual improvement of plans, programs and processes in order to proactively control expenses, increase value, and promote highly effective recruiting practices. **Supervisory Responsibilities:** * Yes
Ideal Candidate
* Significant years of relevant HR experience showing career progression. * Demonstrated experience in a management capacity and in the area of recruitment. * Demonstrated knowledge of Applicant Tracking Systems. * Demonstrated knowledge in best-in-class recruiting techniques and models. * Demonstrated ability to work with Senior Management to develop strong business partnerships and relationships. * Demonstrated understanding of Talent Management and Succession Planning. * Significant negotiation and influencing skills. * Track-record of critical thinking; ability to plan and reason at a conceptual and operational level. * Demonstrated ability to act as a continuous learner, understanding complex business strategies and recommending appropriate recruitment solutions. * Demonstrated ability to be a change agent. **Communication And Interpersonal Skills:** * Must have excellent verbal and written communication skills. **Education Requirements:** *Bachelors Degree **Employment Experience Requirements:** * 10 plus years of experience
