Summary
Performs a wide variety of all Human Resources Department duties and functions, and assists employees with questions and problems related to a broad array of human resource issues.
Responsibilities
* Provides support and assistance in the communication of various HR policies, procedures, laws, standards, and government regulations. * Provides guidance to management and employees on employee related concerns. Responds to employee relations issues such as employee complaints, harassment allegations, and civil rights complaint. * Participates in and assists with conducting workplace / incident investigations. * Analyzes data and makes recommendations to Management for corrective action and continuous improvement. * Numbers, prepares, and completes processing of all Grievances. Drafts responses for review and communicates final response. * Participates in meetings with the union and prepares minutes. * Provides support for contract negotiations and administration. * Maintains working relationship with Union officials and adheres to terms of labor contract by monitoring day-to-day implementation of policies concerning wages, hours, and working conditions. * Executes all facets of employment process beginning with recruiting through new hire orientation. Manages applicant flow within Applicant Tracking System (ATS). Coordinates and administers required assessments based on the job vacancy. * Posts notices of Job Opportunities for vacancies, to include following the bidding process per the Collective Bargaining Agreement (CBA) * Coordinates with Corporate Employment Department on newspaper advertising for open positions, and makes arrangements for temporary employee help. * Delivers benefits overview to prospective candidates. * Maintains and updates HR records, files, and Human Resource Management System. * Prepares survey responses on salary, work practices, benefits, safety shoe/clothing provisions, job responsibility comparisons, etc. from other companies. * Monitors and enters data for all hourly employees’ absence records. * Coordinates complex pay issues with Payroll. * Initiates, maintains, and updates a log on each employee out on long-term absences. * Completes processing of all duties involved in employment, termination, transfer, and promotion of all hourly personnel. * Assists with arrangements for employee events (Family Day, Holiday party, United Way Campaign, etc.) within budgeted limits. * Assists with special projects and functions of the department. * Coordinates Benefits Open Enrollment process. Coordinates employee meetings, sets up individual appointments when needed, assists employee spouses as needed. * Reviews the site Affirmative Action Plan and trains supervision on EEO responsibilities.. * Prepares and distributes Weekly Headcount and Hourly Employees Monthly Reports. * Responds in writing to unemployment claims and serves as company representative for unemployment hearings. * Participates in the training of lower level HR staff members and assists them with their daily duties as needed. * Participates in preparing for HR Assessments and the development of Gap Closure plans for the site. * Other duties as assigned. * Prepares Personnel Change Requests (PCRs) as requested.
Ideal Candidate
* High school diploma or GED required. * 5 years of professional-level Human Resources experience required. * Bachelor’s degree (or higher) in Human Resources, Business, or related area preferred. * Experience working with a union represented workforce preferred. * PHR certification preferred. * Experience with SAP preferred. * Experience working in a refinery HR environment preferred. * Proficiency using Microsoft Word and other Microsoft Office programs required.
