Summary
Facilitates power trading activities through the strategic development of hourly transaction plans and economic/ capacity position reporting. Trends and projects hourly demand, and economically dispatches generation resources for current and forward hours. Evaluates and determines optimal utilization of available energy resources in response to changing operating conditions, power and gas markets and contractual obligations on a real-time basis.
Responsibilities
* Assists in the strategic development and implementation of operational plans for meeting customer demand while optimizing available resources. * Assesses real-time operating conditions relative to generation, transmission, fuel, pipeline capacity and other related elements. Modifies operating plans in response to unplanned events with or without the aid of production cost models. * Utilizes forecasting tools to trend and project hourly load forecasts for the current and forward real-time operating period. Identifies, troubleshoots, and adjusts load forecasting techniques as warranted by system conditions. Assists in on-going efforts to improve accuracy of forecasts and/or development of tools. * Has extensive knowledge of generation unit characteristics. Interprets and applies information received from Generating Plant Operators regarding unit concerns and related impacts on merchant operations. * Utilizes modeling tools to create transaction grids and operational plans, interprets results and identifies modeling errors. Able to perform moderately complex analyses up to a week in duration. Serves as liaison with operational planners on troubleshooting and debugging modeling errors. * Identifies transaction opportunities. Determines pricing and volume of purchase and sale transactions to optimize the portfolio of company owned resources. * Develops remedial action recommendations in response to abnormal conditions (i.e. loss of generating units, reserve deficiency and/or as directed by the Balancing Authority. * Applies understanding of energy supply contracts related to energy scheduling of jointly owned generating facilities. Assists team members in interpreting contract provisions. May participate in negotiations of new or revised contract terms and conditions. * Communicates with the Balancing Authority on generation schedules, reserve requirements and transactions needed for reliability. * Manages the usage of fuel and hydro allocations within operational and contractual constraints. * Utilizes the Open Access Same-time Information System (OASIS) to undesginate Designated Network Resources in compliance with FERC requirements. * Drives the development or modification of internal desk procedures to support FERC compliance. Maintains logs and other related documentation as required. * Coordinates with operational planners to ensure consistency of modeling assumptions. * Produces reports as needed. Performs related duties as assigned.
Ideal Candidate
**Education and Work Experience** * Bachelor’s degree in the area of specialty and 6 or more years of related experience or an equivalent combination of education and experience. Must be able to obtain and hold North American Electric Reliability Council (NERC) certification as a Balancing and Interchange Operator within twelve months. **Specialized Knowledge and Skills** * Advanced understanding of power trading activities, products and transaction types (energy, ancillary services, and transmission). In depth knowledge of FERC regulations on Network Integration Transmission Service, OASIS, and Standards of Conduct. Strong knowledge of power system economics, economic dispatch, generator efficiency and energy trading. Ability to work in a fast-paced short-decision time frame environment with the ability to concentrate while in the midst of distractions. Demonstrated ability to present facts and recommendations effectively in oral and written form. **Equipment and Applications** * PCs, word processing, spreadsheet and database software.
