Summary
Under general supervision, handle all payroll and benefits processing and maintenance of all related files for NORCAL Insurance Co. Manages and maintains the integrity of HRIS along with overseeing and implementing HRIS enhancements.
Responsibilities
**Essential Functions:** Individual must be able to perform each essential duty satisfactorily. The essential functions listed below are representative of the knowledge, skill, and/or ability required with or without reasonable accommodation. * Prepares, inputs and transmits biweekly payroll including, disability processing (SDI/EDL/WC), overtime, time-off and any other pay or deduction transactions, reconciling any exceptions to pay, and benefit deductions as well as employee payments and reimbursements. Ensures accuracy of timecards and tracks and deducts all garnishments and other special payroll deductions. * Verifies pre and post payroll transmission audit, output, ensures compliance with all payroll laws and prepares all payroll-related reports including year end payroll close. Verifies third party payments. * Upgrades payroll data collection and entry system and related processes, maintains data integrity including system administrator duties for the entire HRIS. Maintains all payroll and employee files, time reports; * Responsible for modifying, updating and implementing the open enrollment process within HRIS. This includes setting up new vendors/plans and ensuring OE feeds are established and meet vendor requirements. * Maintains benefit billings and statements, auditing for accuracy before processing for payment. * Responsible for annual, regular periodic and ad hoc employee data reporting. This includes bi-weekly payroll journal entries, annual data required for retirement plans, census data for benefit carriers, and annual retirement plan contribution calculations. * Administers employee, sales and management bonus programs, serving a lead role in managing eligibility, establishing tracking & calculation spreadsheets and maintaining participant objectives’ spreadsheets. * Responsible for balancing and electronically submitting 401(k) deductions & employer match to the Retirement Administrator along with creating the EFT. * Create, balance and send electronic files to the FSA and Non-Qualified Retirement Administrators. * Serve as key contact for accounting, information technology, retirement and worker’s compensation auditors, supplying reports and back-up documents upon request and responding to questions and additional data requests. * Serves as liaison with benefit plan providers and resolve service issues, as necessary. * Keeps abreast of federal and multi-state payroll laws and IRS regulations pertaining to payroll and benefits compliance. Resolve and report any discrepancies to Sr. Vice President, Human Resources at NORCAL. * Prepares, maintains and monitors NORCAL Human Resources department and Corporate budget and forecast activities, reporting discrepancies and exceptions to Senior Vice President & CHRO, Human Resources. * Prepares the annual salary budget for NORCAL and completes all year-end payroll tax reporting. * Participates in special projects and performs other duties as assigned. **Fiscal Responsibilities:** * None **Supervisory Responsibilities:** * None **Expenses:** * Employees must be able to pay for certain business expenses in advance. **Required Driving:** * None **Physical/Environmental Working Conditions:** While performing the duties of this job, the employee is frequently required to do the following: * Perform some repetitive motion activities * Sit for long periods of time * Work at an ergonomically set up computer **Education:** * Bachelor’s degree with a major in business or accounting preferred. * Additional related training, courses or Payroll certification a plus. **Experience Required:** * Minimum of three years previous experience in a multi-state corporate payroll environment performing all payroll processing and functions. * Experience with general data entry, reporting and maintenance within HRIS and Timekeeping systems required. Workday and/or WebTime (Kronos) systems experience highly desired. **Skills Required:** * Knowledge of federal and state payroll tax laws, wage and hour laws. * Computer literate, knowledge of MS Office, Word, Excel, Access, and Workday including experience with and understanding of database and application software. * Maintain confidentiality of information and exercise extreme discretion. * Strong skills using and understanding the flow of transactions in an integrated and automated payroll system. * High level of attention to detail and accuracy and the ability to work under pressure and meet all deadlines. * Ability to think logically and exercise independent judgment in solving complex problems as well as prepare and effectively present comprehensive reports and recommendations. * Organized with good time management skills and the ability to manage multiple projects simultaneously under general supervision.
