Summary
Assist in development of NEC infrastructure capital plans and monitoring performance against plan, working closely with Engineering and Finance departments and other Amtrak staff involved in managing partnerships with commuter agencies.
Responsibilities
* Identify shared benefit and Basic Infrastructure projects eligible for use of Baseline Capital Charges, or portions of such projects for projects that span multiple categories * Monitor Amtrak's performance in meeting its commitments to spend commuter agencies' BCCs on eligible projects in the commuter agencies' territories. * Maintain and help lead development of analysis and reporting systems to fulfill; federal, state, NEC Commission policy requirements. * Other analysis as needed to support capital planning efforts and to support discussions with commuter agencies in identifying funding needs beyond the minimum Baseline Capital Charge. * Prepare reports and presentations to support on-going activities with NEC Commission, states, Congress and other federal agencies as needed. * Administration of other department reporting requirements, including Finance and FRA required reporting. * Develop relationships with Amtrak staff associated with commuter operations and with outside stakeholders to gather information, generate ideas, analyze data, synthesize findings and make recommendations to senior management.
Ideal Candidate
**Work Experience:** * Experience in project management, contract negotiations, transportation planning or railroad operations. **Other Requirements:** * Experience in Microsoft Office software suite, including Excel, Word, and Access. * Experience/familiarity in large data-base system software. * Ability to manage multiple projects with competing priorities and tight deadlines. **Preferred:** * Master's degree in Business Administration, Finance, Transportation or related field, or equivalent work experience. * Experience in Amtrak accounting and financial systems. **Communication And Interpersonal Skills:** - Must have excellent oral and written communication skills.
