Summary
Responsible for disciplinary investigations of all agreement employees. The Hearing Officer ensures that formal disciplinary investigations are conducted in a manner that is fair, consistent and impartial for employees charged with violating Amtrak's Standards of Excellence, such as regulations, policies, and procedures and in some cases CFR 240 issues. The hearing officer is solely responsible for determining the guilt or innocence of employees formally charged with conduct under procedures established pursuant to the relevant collective bargaining agreement as they apply. The successful applicant will also be responsible for scheduling employee investigations, all correspondence and data base entries relating to disciplinary cases.
Responsibilities
* Ability to facilitate, coordinate and manage all administrative functions of a discipline hearing system, including scheduling, docket management, decision opinion review and analysis and interaction with management and labor organizations. * Ability to work independently and ensure disciplinary investigations are held within appropriate timelines and consistent in their decisions. * Must be able to travel and hold disciplinary investigations within defined geographic locations as needed and required by internal customers. This may include weekend and holiday travel in order to accommodate the business needs of the customer. * Must be able to analyze multiple sources of information presented in a transcript and write a clear succinct decision based on the facts presented. * Must have the ability to manage and implement the division operating budget. Must ensure all hearings scheduled/held are within prescribed time limits. Ensures all travel arrangements are cost effective and meet company guidelines. * Must develop and maintain professional relationships with all Organization department heads and their staffs. Extensive computer skills knowledge of spreadsheets, data base, and word processing software related to the ODI department's needs.
Ideal Candidate
Work Experience: * Demonstrate the ability to work closely with his staff. * Demonstrated ability to conduct disciplinary investigations in a fair and impartial manner. * Must have thorough understanding of collective bargaining agreements as they pertain to the disciplinary investigation process. * Demonstrated ability to train employees. * Demonstrated ability to supervise collection and reporting of data. * Demonstrated ability work within a departmental budget. * Ability to travel as throughout assigned territory. * College courses in employee relations, business administration, labor relations, or equivalent management-related fields. * At least three years experience as Hearing Officer or similar experience in a position with Labor Relations, Human Resources, or Equal Employment Opportunity. * Handle high volume of cases within time constraints. Excellent time management. Ability to work extended hours on short notice and travel frequently. * Must possess excellent oral and written communications skills and be able to interact effectively with all levels of management. Preferred Work Experience: * At least some years experience as a Hearing Officer or similar experience in a position with Labor Relations, Human Resources, or Equal Employment Opportunity. * Previous experience adjudicating trials/hearings.
