Summary

1Source is seeking a highly motivated Director Business Development with solid connections in the Defense space, responsible for leading and overseeing DoD business including, but not limited to: ARMY, DISA, Navy, Marine Corps, COCOM and U.S. Cyber Command and its service elements: Army Cyber Command (ARCYBER); Air Forces Cyber (AFCYBER); Fleet Cyber Command (FLTCYBERCOM); and Marine Forces Cyber Command (MARFORCYBER). (USSTRATCOM, U.S Army Cyber Command.

Duties will involve full lifecycle capture management including managing the opportunity stage review process, assisting with bid/no bid decisions, building relationships with key partners, designing and executing a winning proposal strategy.

Responsibilities
  • Lead the development/approve capture strategies/win themes/discriminators
  • Marshals resources towards developing and delivering winning solicitation responses
  • Drives proposal activities and teams through full pursuit lifecycle
  • Assist in managing and directing all proposal efforts and personnel
  • Builds and update requirements matrices
  • Develops and manages proposal schedules and outlines
  • Lead all internal Defense capture and proposal development activities, including pre-planning development of storyboards; annotated outlines; drafting content; and the review, recovery, finalization, and production of final content.
  • Schedules and supports color team reviews
  • Leads pre-solicitation responses (RFI, RFP)
  • Coordinates teaming efforts and agreements
  • Manages data calls and capture team communications
  • Assists in the development and execution of strategic and tactical plans, both short and long range, for the pursuit and successful capture of key opportunities and collection of opportunities.
  • Applies disciplined methods to capture current understanding of critical customers’ program goals, assessment of competitive market, and translation of winning strategy to development of proposed offering.
  • Develops and assists in execution of customer contact plans related to the capture pursuit.
  • Sets, communicates and gains approval for bid teaming strategy and facilitates negotiation and documentation of teaming agreements.
  • Contributes as a strategic thought leader, discussion- and decision-driver through the capture process developing and presenting capture plan activities and results to internal executive leadership team.
Ideal Candidate
  • Bachelor’s degree from an accredited university
  • Over 10+ years of Strong leadership, teamwork, interpersonal skills and experience with managing multiple capture efforts and creating winning proposals in U.S. Government and DOD accounts.
  • Must be able to meet deadlines, commitment to teamwork, attention to detail and follow-through
  • Experience with writing and editing complex proposal content
  • Able to define work requirements and accomplish with little supervision.
  • Outstanding communication skills (written and oral), exceptional facilitation and organization skills are required
  • A working knowledge of government contracting and procurement processes and regulations
  • Experience bidding on and executing IDIQs, GWACs, GSA Schedules, BPAs, etc.
  • Familiar and conversant in a broad range of topics related to Information Technology support services
  • Experienced in managing proposal efforts from RFP release through proposal submission
  • Capable of reprioritizing efforts to meet dynamic workload and schedule shifts
  • Requires little to no direction or guidance to identify, structure and articulate a winning approach
  • Accomplished developer and writer of proposal sections
  • Strong command of the English language and demonstrated technical writing skills
