About Regional Transportation Commission of Southern Nevada
The Regional Transportation Commission of Southern Nevada is both the transit authority and the transportation-planning agency for Southern Nevada. As the Las Vegas Valley’s population continues to increase daily, so too does traffic congestion and the RTC identifies transportation challenges and explores and implements both short and long-term resolutions while simultaneously promoting sustainability, air quality improvement, enhanced mobility and increased quality of life in the region.
Summary
Manages and coordinates a wide variety of planning and maintaining the Southern Nevada Strong (SNS) Regional Plan.
Responsibilities
* Manages and participates in the development and implementation of policies, procedures, and practices related to SNS. * Supervises and coordinates the work of assigned department staff, performs performance evaluations; develops staff and engages in employee relations. * Provides oversight and strategic direction on implementation of the SNS Regional Plan. * Monitors progress, and encourages implementation of the SNS Regional Plan by third parties; * Manages, develops and implements strategic plans, public outreach, and technical support regarding RTC and SNS programs for internal and external audiences; * Participates with planning and implementing internal and external public outreach events/activities and special events; * Serves as the primary point of contact and responsible party for all audiences engaged in SNS: interfaces with all levels of local government staff, elected officials, and members of the private and social sectors. * Manages relationships with RTC officials and staff, elected officials, representatives from various organizations and the public to develop partnerships and coalitions that lead to results. * Provides oversight and administration for scheduling, negotiating cost and purchasing services which may be needed for SNS activities. * Coordinates, researches, writes and produces various reports and collateral, which may include annual reports, graphic displays, brochures, maps, website development and social media mediums. * Participates in professional development sessions or seminars; stays current on trends, innovations and legal developments in regional planning. * Oversees safety responsibilities for areas assigned and ensures that direct reports are trained on safety procedures, fully compliant with procedures, and held accountable for breaches in safety and security protocol. * Prepares and tracks budgets, monitors procedures, and gathers and synthesizes data. * Represents the RTC in meetings with groups or individuals; answers queries and provides information/assistance as required. * All other duties as assigned.
Ideal Candidate
**Knowledge of:** * Advanced principles and practices of urban land use and transportation planning, the principles of and inclusive community/stakeholder engagement * Characteristics and issues at local, regional, and government entities as well as non-profit and for-profit organizations. * Effective written informational and educational materials. * Techniques for dealing effectively with staff, co-workers, elected officials, stakeholders, consultants, vendors, sponsors, community groups and the public, in person and over the telephone. * Principles and contemporary practices of community outreach techniques including program development, implementation, and maintenance. * Principles and practices of staff supervision, including goal setting, performance assessment, developing teams and motivation. * Computer applications related to the work. * Budget preparation, monitoring procedures, and retrieval and analysis of data. **Skill In:** * Effective public speaking and presenting to diverse audiences, large and small, with different degrees of comprehension on the subject. * Correct usage of the English language. Bilingual in Spanish or another language widely spoken in Southern Nevada is also preferred. * Providing direction for projects and planning, supervising and evaluating work of assigned staff and consultants. * Managing complex initiatives, programs and operations. * Composing correspondence, reports, articles, memoranda, and other written materials or documentation. * Developing effective work teams and motivating individuals to meet goals and objectives and provide services in the most effective and efficient manner. * Promoting the RTC's diversity initiatives in all aspects of staffing, programs and services. Accommodations may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodations. **Minimum Job Requirements** Equivalent to a Master's Degree in urban planning, business or public administration or a closely related field and six (6) years of full-time professional planning/urban planning experience, two (2) years of which were in a supervisory role. Must possess and maintain a valid Class C driver's license at the time of appointment. **Background Investigation** Employment is contingent upon the results of a comprehensive education/experience background investigation and a criminal history records check. **FLSA Status:** Exempt
