The Regional Transportation Authority (RTA) is the unit of local government charged with regional financial and budgetary oversight, funding and transit planning for the Chicago Transit Authority (CTA), Metra and Pace bus and Pace Americans with Disabilities Act (ADA) Paratransit Service (also known as the Service Boards). The RTA region’s system provides more than two million rides each weekday on bus and rail services in Cook, DuPage, Kane, Lake, McHenry, and Will Counties.
Summary
Under the direction of the Division Manager, Engineering & Technology/PMO, this position is accountable for acquiring, planning, directing and managing Agency information resources and providing guidance, application and business services to the RTA staff.  The incumbent’s role is to construct and implement the technical design for the organization’s presence on the Internet. This includes the selection of Web applications’ hardware and software platforms, developing site navigation, and designing an application framework. This individual is sometimes responsible for creating original Web site content.  The position will also be responsible for designing, developing, deploying, and maintaining RTA SharePoint solutions using Office 365/SharePoint Online and other leading-edge technologies. These solutions will include custom workflows, collaboration, and document management solutions.
Responsibilities
- Create and maintain a consistent web site architectural structure across the RTA’s web applications. 2. Communicate and coordinate architecture and strategy with RTA departments’ content managers. 3. Ensure a consistent look and feel across RTA web sites, applications, intranets, and extranets in collaboration with RTA marketing and branding initiatives. 4. Develop and integrate graphical and multimedia components into web sites and other web applications. 5. Design, develop, and update relational databases as they pertain to web applications. 6. Conduct research into current and emerging Web technologies and issues in support of Web development efforts. 7. Set and enforce compatibility and interoperability standards that ensure site accessibility for all users. 8. Track and evaluate new standards, technologies and trends in Web architecture, development, design, and delivery. 9. Monitor and report on web site traffic and performance. 10. Provide administration, maintenance, and support of RTA mapping and statistics website. 11. Architects custom SharePoint solutions. This includes working with all levels of business both verbally and in writing to determine business needs and how to address them with SharePoint. Lead the complete software development lifecycle for SharePoint solutions, including analysis, design, configuring, programming, implementation, testing, and staff training. 12. Create and maintain custom SharePoint sites and site collections    13. Establish and maintain end-user access policy and permissions 14. Conduct research on emerging SharePoint development tools and strategies.
Ideal Candidate
Knowledge, skills and abilities equivalent to a bachelor’s degree in Computer Science, Business or equivalent work experience.  Master’s degree is desirable.  Certifications are helpful and preferred.  A minimum of five (5) years of experience supporting end users in a client/server environment.    Knowledge and proficiency in current client/server technology and Web development languages is required.  Demonstrated proficiency in the following: - Excellent knowledge and of Sharepoint development & administration, Web design, taxonomy, CMS platforms, protocols, and publishing tools; understanding of object-oriented programming languages; Web servers and application servers; Web authoring and development tools. - Proven server level experience and knowledge of MS 2008, iis, Apache, Linux, and the development, staging production (DSP) model. - Proven development level experience and knowledge of xml, Java, Java script, jQuery, ASP.NET, C#, HTML5, CSS#, and the model-view-controller concept. - Proven dba level experience and knowledge of MySQL, MSSQL, and Oracle. - Knowledge of software should be sufficient to create applications, install and implement software independently; Utilization of system analysis techniques to define application requirements is required; Vast experience in gathering and analyzing business requirements in order to meet strategic goals and development efforts. - Strong understanding of communications, marketing, and customer service principles; and experience with e- commerce, intranet, and extranet development; computer graphic and multimedia design; and Web content management. - Knowledge and experience of Project Management Methodology and Software Development Life Cycle practices; knowledge of applicable data privacy practices and laws; and business processes (Business Process Model) and the application of technology in achieving business objectives.
