**Required Knowledge, Skills, and Abilities:**
* Experience using SAS, including SAS SQL and SAS MACRO language, for data manipulation
* Ability to design and implement systems necessary to collect, maintain, and archive longitudinal data specific to requirements.
* Creates custom datasets/extracts for end users.
* Ability to communicate effectively, both orally and in writing.
* Ability to resolve data input, storage and/or retrieval problems and to design solutions and modifications.
* Strong numerical and programming skills, with a scientific, healthcare, or computer science background
* Ability to verify data input and correct errors.
* Knowledge of structured programming, testing, and debugging techniques.
* Ability to interact with epidemiologists, biostatisticians, and other staff in a team environment.
* Ability to implement, troubleshoot, and document programming changes and modifications.
* Knowledge of computer data processing principles.
* Ability to manage the creation of necessary data use agreements and other regulatory documents.
* Desired Knowledge, Skills, and Abilities:
* Knowledge of current technological developments/trends in area of expertise.
* Ability to create data capture and input specifications.
* Ability to provide a range of systems training and/or support activities for data users.
* Experience working with healthcare data, particularly military healthcare data, is desired.
* Knowledge of military data collection practices is desired, but not necessary.
**Minimum Education/Training Requirements:**
* Master’s degree (preferred) in health sciences/informatics, biostatistics, applied mathematics, public health, or related field with at least 2 years of experience in data management; or Bachelor’s degree with 5 years of professional experience, including 2 years of data management, will be considered.
**Physical Capabilities:**
* Walking, standing, must be able to read reports, labels and use computer, must be able to hear well enough to communicate with coworkers, must be able to write, type, and use phone system.
**Security Clearance:**
* It is a condition of employment with the Naval Health Research Center that you undergo a favorable National Agency Check with Local Agency and Credit Checks (NACLC) investigation which will include being fingerprinted. If a favorable NACLC is not received, your employment with the Foundation would terminate.
