Summary
Under the general direction of the Business Manager or designee, the Senior Financial Analyst will conduct financial and claims data analysis to support policy development. This position will provide financial oversight of specific programs and support the Office of Medicaid with federal reporting activities by working with MassHealth and other agency staff to interpret and implement federal rules and regulations surrounding those and related MassHealth programs. The Senior Financial Analyst’s work will be incorporated into various financial reports and ad hoc information requests submitted to the Center for Medicare & Medicaid Services (CMS) on an ongoing basis. The Senior Financial Analyst will also implement quality improvement activities and participate on workgroups or committees as assigned.
Responsibilities
* Develop and maintain financial and claims reports for the program * Perform auditing and quality assurance procedures in collaboration with Business/Financial Manager * Assist Business Manager with the development of reporting standards * Develop procedures to ensure quality and accuracy in claims processing and payment calculations including electronic submission and manual data entry * Collaborate with the Business Manager to develop quality assurance process * Provide review, resolution, and oversight of claims including coordination with internal staff, health plans, clients, or systems staff to approve and/or resolve payment calculations and/or issues. * Provide quality feedback and oversight to the program staff preparing claims to improve accuracy of eligible claims and clients and ultimately financial outcomes * Monitor and analyze overall program financial and claims data * Produce standard and ad-hoc reports, as directed * Complete analysis of client claiming to identify and report revenue to appropriate staff and/or clients * Review recipient eligibility data * Perform other related duties as required
Ideal Candidate
**REQUIRED QUALIFICATIONS** * Bachelor’s degree in Business Administration, Accounting, or equivalent * 4 years of accounting or related experience * Medical billing experience preferred * Ability to meet performance deadlines in a dynamic environment * Ability to perform auditing and QA procedures * Excellent oral and written communications skills * Demonstrated ability to create complex spreadsheets and reports, using Microsoft Excel,Microsoft Access and/or other systems as necessary and available. * Demonstrated ability to handle confidential information and to exercise judgment and discretion * Demonstrated organizational, interpersonal and problem solving skills * Demonstrated ability to handle details, multi-task, and prioritize work * Additional Information: **PREFERRED QUALIFICATIONS** * Experience and/or degree in economics or a policy development-related field * Experience building financial models to provide the basis for policy development * Demonstrated ability to use and understand complex data sets (i.e., Medicaid claims and financial data) * Advanced Excel skills and experience using SAS to analyze large data sets * Knowledge of Medicaid financing and familiarity with recent federal and state health care reform developments * Demonstrated ability to interpret federal and state laws and regulations * Demonstrated ability to contribute to team work product * Demonstrated attention to detail * Demonstrated ability to document findings and prepare written summaries of results for a wide audience * Demonstrated ability to self-motivate and to balance competing deadlines in a fast-paced work environment
