Responsibilities
Position Summary: Performs professional level planning and design work as the project manager for the implementation of City construction projects including design review, project bidding and construction oversight. Job Responsibility/Frequency/Tasks: Permits Assists in the review of plans and issuance of permits related to engineering review of building permits, landscape permits and ROW permits. Meets with applicants and reviews their applications for completeness, coordinates inter-agency review of all license and permit applications as defined in engineering department policies and identifies problems and possible conflicts. Communication Collaborates with developers, engineers, architects and contractors. Presents engineering analysis of technical issues to City Council and public as necessary. Provides assistance to citizen requests, complaints and inquiries concerning various traffic, drainage and engineering related matters. Project Management Manages and administers projects from design to completion. Prepares proposals, recommends consultant selection, reviews and manages design contracts, reviews consultants work, and ensures compliance with City design standards, code requirements, and standard engineering practices. Approves final designs. Construction Management Manages construction contracts or projects, accepts bids for construction, and makes recommendations for City projects. Provides on-site guidance and problem resolution. Ensures proper field changes by reviewing field reports on installations for conformance to contracts, regulations, and engineering and construction principles and standards. Monitors schedules and contract change orders and costs. Inspects construction, changes orders if necessary and processes pay applications. Engineering Design Performs engineering design work, including researching data and determining criteria in accordance with required standards and codes; prepares calculations, sketches, plans, specifications and estimates.
Ideal Candidate

Public Safety and Security — Knowledge of relevant equipment, policies, procedures, and strategies to promote effective safety operations for a recreation facility. Budget – Knowledge of project budget preparation, justification and control. Project Management – Knowledge of effective and efficient project management techniques. Engineering – Knowledge of the principles and practices of municipal engineering, engineering design work, construction and project management, and of engineering compliance requirements. Active Listening — Giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times. Social Perceptiveness — Being aware of others' reactions and understanding why they react as they do. Minimum Requirements to be Considered for this position: Education - Bachelor’s Degree in Civil Engineering or related sciences. Work Experience - One (1) year Experience in Civil Engineering or closely related field. Computer Skills - Proficiency in: Microsoft Word, Excel, and Email. License(s) and Certifications Must possess a valid Colorado driver’s license or be able to obtain one within 30 days of start date. Possession of or ability to obtain Colorado FE/EIT within six (6) months of date of hire Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.

Additional Notes on Compensation

Hiring Range: $60,424 - $69,493 Salary Range: $60,424 - $83,387 Regular full-time position with complete City of Aspen benefits package.

Working Conditions

40 Hours per Work Week Monday through Friday, hours may vary with workload.
