Summary
Performs management leadership and technical work related to the implementation, development and re-development of the county's Waldorf Urban Redevelopment Corridor (WURC). Includes program review, coordination and technical guidance for the Board of County Commissioners on a variety of redevelopment issues including site acquisition and development of mixed use and transit oriented development and civic projects. Works with various county departments, state and federal agencies and private developers to initiate partnerships for various projects related to the conceptual development plans for the area. Represents the county in negotiations for redevelopment proposals and structure agreements for consideration of elected officials.
Responsibilities
* Works on essential program management duties under the direction of the Director of Economic Development and will be responsible for the day-to-day operations of the county's redevelopment efforts including monitoring and review of various projects. * Works directly with Director of Economic Development and staff to include departmental staff in Planning & Growth Management, Legal, Fiscal & Administrative Services, Public Works and others as needed. * Develops status reports and updates policies and procedures. Communicates with, and makes presentations to, the Board of County Commissioners, Planning Commission and key staff on a regular basis. Takes a leadership role in promoting and coordinating future projects and consultant services. * Coordinates a county staff implementation team to meet on a regular basis to ensure projects are progressing and develops detailed schedules for such. * Drafts redevelopment project budgets and recommends funding mechanisms or cost sharing partnerships in order to achieve the project completion. Includes specific items to be funded by the private sector and the public sector. * Works on various intergovernmental coordination issues. Meets with various agencies on the county, state and federal levels to promote redevelopment and transit services for Charles County. Solicits and manages the work of consultants as needed in order to fulfill the work related to future implementation in accordance with policies and programs. Research and applies for grant opportunities to help complete various projects. * Coordinates community and developer outreach programs and public relations work regarding redevelopment and work with the county's Public Information Office to inform the public on a regular basis. * Performs business and economic analysis related to project costs and benefit analysis, and anticipated tax revenues for proposed projects. Works on potential establishment of Tax Increment Financing (TIF) or other special funding districts or mechanisms to fund redevelopment. Identifies potential anchor developments and/or tenant mix. * Holds monthly progress meetings, or as otherwise directed and schedules meetings with the County Administrator and Board of County Commissioners to review the project and make necessary decisions. * Works with Economic Development team to support businesses, land owners, and other stakeholders in redevelopment area(s) to ensure consistent and on-going communication, address impact of redevelopment, identify opportunities and resources for participation and partnerships. * Research and manage financing programs to assist with redevelopment and businesses located in the community. **Reports to:** * Director of Economic Development **Supervises:** * Administrative support staff, consultants and other staff as assigned.
Ideal Candidate
**Knowledge of:** * The principles and practices of urban planning, growth management, redevelopment and economic development, banking and commercial lending, market research; * Analysis and management principles to real estate development, budgeting, and project management. **Ability to:** * Negotiate public redevelopment projects with potential investment and development companies * Understand and prepare real estate pro formas and rate of returns * Plan, organize, and direct project teams and consultant * Communicate effectively orally and in writing * Manage the construction and development review process * Represent the county to other governments, private organizations, development companies and community groups * Initiate and follow through on the details of proposals and projects related to redevelopment * Establish and maintain effective working relationships with others * Integrate the WURC into the Department of Economic Development's goals and objectives **Required Qualifications** (Note: Any acceptable combination of education, training and experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.) **Training and/or Education:** * Master of Business Administration Degree, or Master's Degree in Urban or City Planning, Redevelopment, Economic, Development or a related field is preferred, Knowledge of the principles of smart growth, urban redevelopment planning and transit oriented development (TOD). * Must have knowledge of commercial lending, credit underwriting and analysis, financial management and international trade development experience. **Experience:** * Five to Seven years of progressively responsible related experience. **Licenses or Certificates:** * American Institute of Certified Planners (AICP); Association of Accredited Small Business Consultants (AASBC); * Leadership in Energy and Environmental Design, Accredited Professional (LEED AP); * Certified Economic Developer (CEcD); American Institute of Architecture (AIA) Licensed Architect and SBA certification in international trade are all considered a plus, but not required. **Special Requirements:** * Ability to maintain information confidentiality, possess 10 years of experience in business development, real estate and commercial lending, with underwriting experience. **Physical Demands:** * The work is primarily in office surroundings. Typical positions require workers to walk or stand for longer periods, lift and carry up to 20 pounds; climb stairs, bend, reach, hold, grasp and turn objects; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally and use normal or aided vision and hearing. **Unusual Demands:** * Employee is subject to work beyond the normal scheduled hours of work to include frequent evening meetings. * Some travel outside of the area for meetings or conferences may be required. **FLSA Status:** * Exempt
