REPRESENTATIVE DUTIES: (E = essential job function)

Plan and direct the activities of the District's payroll function to ensure timely and accurate payment of staff, in accordance with District and county policies and procedures as well as state and federal requirements. Coordinate payroll functions with the San Diego County Office of Education (SDCOE). Monitor the withholding of employees' contributions of CalPERS, CalSTRS, ARS (Alternative Retirement System), Social Security, Medicare, federal and state taxes. Enforce wage and hour provisions and remain current on laws affecting payroll. Enforce levies, garnishments and other withholding orders. (E)

Responsible for implementing District payroll policies for all employee groups; implement payroll education codes, salary schedules and salary changes resulting from position changes, anniversary dates and salary studies and reclassifications. (E)

Participate in the interviewing and hiring of payroll personnel. Train, schedule, assign work to, supervise and evaluate the work performance of payroll personnel; provide direction and supervision regarding the input, revision, and deletion of payroll information, and the processing of time reporting. (E)

Administer and coordinate the preparation of reports as required by federal, state, County Department of Education and District policy. Compile information for 125c dependent care, excess life insurance reporting, and calculations for W-2 reporting; sort and distribute W-2 forms at year end; calculate and process W-2 corrections; prepare W-2c and W-3c forms. Coordinate the payment and reconciliation of fringe benefits and retroactive pay adjustments. (E)

Establish, revise and maintain payroll procedure manuals to improve the efficiency and effectiveness of the payroll operation. (E)

Coordinate with the Director of Risk Management/ADA Coordinator in monitoring workers' compensation absences, payment, and ARS administration including distribution of refunds. (E)

Communicate and provide information to administrative personnel, other colleges, federal, state, and local agencies and others regarding payroll services; prepare and forward necessary documents to the SDCOE required to update, correct, adjust, or process payroll records. (E)

Process benefit enrollments, terminations, and insurance changes; reconcile carrier billings; maintain files and prepare and mail invoices for COBRA benefits; post and deposit monies according to District procedures. Clear suspense accounts and prepare journal vouchers to correct payroll and benefits entries. (E)

Provide information to employees concerning salaries, deduction, and insurance; interpret and explain payroll policies to employees. Respond to inquiries concerning retirement overpayments or underpayments, vacation or sick leave balances, earnings and employment verifications. (E)

Three years of directly related work experience. (IMPORTANT: For work experience, "three years" is defined as equivalent to 40 hours per week for 36 months, or at least 6,240 hours.)
Desirable Qualifications:
- Experience working in a lead or supervisory capacity. 2. Payroll experience in an educational setting is a plus.

Working Conditions
One regular full-time position, 40 hours per week, 12 months per year on the Oceanside Campus. This position is overtime exempt and at times will be required to work evenings and weekends.
