Summary
This position is responsible for performing the managerial function of setting objectives, planning, and directing activities of assigned department of responsibility. Responsibilities
**Responsibilities:** 1.1 Organize the department/areas of responsibility and establish the accountability for patient care and personnel utilizing the nursing process. 1.1 Develop department goals and objectives which tie to the overall ministry strategic plan and mission and the nursing division philosophy and supports innovation in nursing practice. 1.2 Assures that established nursing standards for patient care and standards for nursing practice are carried out utilizing the nursing process. 1.3 Assesses compliance to age related patient care standards through observation and communication during daily rounds. 1.4 Evaluate the effectiveness of patient care delivery in meeting patients needs, and takes action to improve care. 1.5 Develops policies and procedures that describe how nursing care needs of patients are assessed, evaluated and met. Reviews annually and modifies when warranted. 1.6 Assists with evaluation of current nursing practice and patient care delivery to improve quality, appropriateness, and efficiency of care. 1.7 Participates in nursing management meeting in order to promote open communication and cooperative and collaborative working conditions across all nursing areas, assuring that nursing care is consistent throughout the institution. **Communicates effectively** 2.1 Actively communicates with other departments concerning the appropriate integration of the surgery department into the organization structure. 2.2 Provides concise, effective and accurate verbal and written communications regarding hospital and unit operations. 2.3 Meets at least six times per year with surgery leadership team and reports current projects. Seeks feedback on performance improvement efforts. Engages staff in action and evaluation process. 2.4 Meets with staff at general staff meeting at least six times per year, for information exchange and performance improvement reports. 2.5 Meets with director regularly to discuss unit activities and opportunities to improve patient care and workflow of department. 2.6 Provides written reports as requested. Demonstrates expert knowledge of computer systems. 2.7 Demonstrates support of administrative decisions **Manages Financial Resources** 3.1 Prepares and submits and administers the annual operating budget in conjunction with the other department of surgery managers 3.2 Demonstrates knowledge of unit specific history and developing trends in budget preparation. 3.3 Provides budget for all proposed new positions or services. Documents justification. 3.4 Monitors compliance to budget and responds to defined variances monthly. 3.5 Coordinates the utilization of man-hours, capital expenditures and supplies within budget restrictions annually. **Manages the Environment.** 4.1. Maintains a safe and clean environment to prevent or eliminate risk and hazardous work areas. 4.2. Provides risk manager with documentation of situations which have or could cause harm to patient, staff, visitors or the institution. 4.3 Uses incident and problem reports appropriately. Monitors staff utilization of these reports and provides direction when necessary. 4.4 Collaborates with other departments to implement and monitor practices to reduce risk. 4.5 Enforces Federal, State, and OSHA rules and regulations for safety and environmental issues. **Manages Human Resources.** 5.1 Recruits, interviews, and hires staff appropriate for an effective staffing pattern 5.2 Develops staffing pattern based on historical patient acuity, budgeted positions and skill mix 5.3 Provides core staffing on all schedules submitted 5.4 Assures that employees are treated equitably and receive appropriate compensation for all worked hours. 5.5 Completes performance evaluations in a timely manner, integrating check list with objective observation to assure competency of staff to practice or provide services in an area of patient care. 5.6 Provides guidance and counseling for employees experiencing difficulties in work performance; documents according to policy. 5.7 Directs student and orientation experiences on the unit. 5.8 Validates documentation of current licensure, CPR certification, ACLS, record of continuing education and mandatory in-service attendance. **Promotes personal and staff development.** 6.1 Meets annual certification requirements and attends mandatory educational events: CPR, Infection control, ACLS, and fire safety. 6.2 Certified nurse in area of expertise 6.3 Participate actively in peer group meetings. 6.4 Promotes staff development. Assesses learning needs, communicates with education department/educator and implements one on one or organized class education as needed. Participates in low cost educational opportunities provided by the hospital in OKC for the purpose of enhancing managerial and or clinical skills Operationalizes the Mercy philosophy. 7.1 Carry out responsibilities and integrate personal style of management in a manner that reflects he mercy philosophy of caring for the sick and suffering, respect of life, and the dignity of each person. 7.2 Assure that employees are treated fairly and consistently. 7.3 Recognize both the strengths and weaknesses of departmental employees and promote growth and development of these employees. 7.4 Be a patient advocate when dealing directly with health care issues. 7.5 Maintain a high level of employee morale. 7.6 Monitors patient satisfaction through patient surveys and develops plan for improvement keeping in line with the Mercy mission and vision.
Ideal Candidate
**Qualifications:** QUALIFICATIONS MINIMUM REQUIRED Education: Requires a Bachelor Degree Licensure: Current licensure as a registered nurse in Oklahoma. Experience: At least five years of demonstrated managerial experience. Other skills & knowledge: Department Managers will have the following skills: 1) Well developed communication and interpersonal skills; 2) Well developed writing skills sufficient to design comprehensive and concise reports and proposals; 3) Skill in developing and effectively delivering oral presentations; 4) Skills to successfully direct the operations of multiple departments or units; 5) Skill to develop and implement department operating budget; 6) General knowledge of data processing operations sufficient to ensure the development of program specifications for data input, data retrieval, and report preparation; 7) Skill in effectively applying counseling techniques in the resolution of staff conflict; and 8) Skill in identifying and recommending training needs of staff. Knowledge of the skill to direct all activities of assigned departments, to include: a) directing the development and implementation of quality control procedures; b) directing a multi -disciplinary team; and c) overseeing the development, implementation, and promotion of new programs.
