Summary
Oversees and manages local implementation of company policies, programs, and initiatives related to H&S systems and sustainable development; including management or performance of the work necessary to ensure adherence to safety regulations, completion of safety training, and attainment of business values and objectives. Responsible for the daily management of the PSM and H&S departments including the budget in these areas.
Responsibilities
* Ensure compliance with Company health and safety Standards, as well as applicable regulatory requirements * Develop, supervise, perform, and coordinate Health, Safety, and PSM training mandated by plant, company, corporate, state, or federal regulations. * Supervise safety department to ensure development, administration, and implementation of the training program for the manufacturing complex including developing and conducting proficiency assessments. * Manage/own the Risk Register and the MOC program follow up on actions coming due to ensure they are completed in a timely manner. * Responsible for reviewing and revising Health, Safety and PSM procedures and practices to ensure optimum effectiveness. Ensure that leading and lagging performance indicators are tracked, trended, and included in all business meetings and visual management systems. * Ensure all required reports are completed and submitted to government agencies and the corporation as required. * Review new and existing safety regulations and advise company management in order to assure full compliance. * Perform surveys, audits, and gap assessments and recommend corrective actions for continuous improvement to ensure safe and healthy working conditions throughout the plant. * Assist Engineering and Operations in planning for compliance with regulations in connection with new or modified operations (e.g., new plants or processes, formulation changes, turnarounds) in order to ensure compliance. * Conduct training for operating personnel in order to meet regulatory, safety and business needs. * Provide risk management recommendations to management so the new product development decision making process accounts for and meets regulatory and business needs. * Create a strong partnership with the other departments to ensure that safety is integrated within all aspects of the business and that H&S staff is providing meaningful assistance to business partners. * Participating on corporate-wide process safety networks to develop and update process safety related requirements and procedures. * Chair the site Zero Harm Committee * Directs the overall responsibilities within the Safety Department. This includes daily direction of management personnel, operating budget, and improvements. * Serves as a member of the leadership team for the manufacturing complex. * Decision Making Authority: Responsibility for implementation of safety programs to ensure site compliance with governmental and corporate requirements. * Provide guidance and offer solutions to safety problems. Responsible for PSM process and Health and Safety processes, including multiple levels of personnel * Working with site personnel to ensure knowledge of safety programs and compliance with regulations.
Ideal Candidate
* Bachelors degree in Industrial safety, safety management, Engineering, or related technical field. Master’s degree preferred. * Ten years of professional safety experience developing and leading safety programs in manufacturing or chemical industries * Professional Certification: Certified Safety Professional (CSP) or ability to obtain within 2 years. * Understanding of chemical and/or manufacturing processes, OSHA regulations, safety management systems, behavior based safety, root cause analysis, project management, and process safety. * Advanced computer skills and abilities (Including Microsoft Office Suite, Lotus Notes, SAP)
