Summary
The person in this position will play a leadership role in CHFA’s affordable housing preservation efforts and serve as the organization’s primary point of contact for advancing preservation activities, in partnership with key external stakeholders. The program manager will work closely with internal CHFA staff and external stakeholders to develop a long term strategy and action plan for identifying, prioritizing, and preserving critical affordable housing units statewide. This position will serve as a connection with the Preservation Working Group (CHFA, HUD, DOH, DHA, City of Denver, Enterprise, the Piton Foundation, and Mile High Connects) and other key housing stakeholders working on specific preservation activities and transactions. This position does not have oversight responsibility over staff and reports to the Director of Asset Management.
Responsibilities
**Community Engagement and Outreach** * Establish and foster relationships with key affordable housing stakeholders, including for profit and non-profit developers, public housing authorities, municipal housing agencies, and funding providers. * Develop and maintain contacts in the affordable housing community by attending community events and other functions to increase CHFA’s presence and visibility in the communities we serve. * Work in collaboration with the preservation working group to develop a statewide preservation strategy and action plan, including setting short term and longer term preservation goals. * Assess affordable housing needs in areas throughout the State and use the information as the basis for development of goals and priorities that support the preservation strategy. * Conduct regular outreach to owners of prioritized “at risk” properties to ensure a strong working relationship that will allow for discussing of preservation opportunities with the appropriate partners. * In partnership with others, develop a regional stakeholder advisory committee and ensure consistent communication on preservation activities. **Program Management and Analysis** * Work closely with CHFA staff and members of the Preservation Working Group to establish a comprehensive and updated inventory of affordable rental units, including unsubsidized market rate “affordable” units. * Routinely monitor, analyze, and update the inventory of affordable multifamily rental units statewide and prioritize “at risk” properties on an annual basis. * Develop a strategy for preserving individual at risk properties, including the identifying developer/owners for properties when sales or transfer takes place. * Identify financing and subsidy sources for individual preservation transactions. * Develop program impact and outcomes strategy including metrics. * Responsible for ensuring strong customer focus, collaboration and communication with all CHFA internal and external customers. * All other duties and projects as assigned.
Ideal Candidate
**Knowledge, Skills and Ability** * Working knowledge of state and federal affordable housing finance programs, including low income housing tax credits and common financing tools. * Knowledge of current practices, procedures, and regulations/laws related to multifamily affordable housing and programs. * Effective project management skills including task management, scheduling projects, utilizing appropriate resources, and follow-up documentation as needed. * Excellent communication skills with the ability to represent CHFA and articulate its initiatives to different audiences through public speaking, writing and partnership development. This includes but is not limited to, making public presentations on behalf of CHFA work with a broad array of partner organizations, property owners, developers and elected officials. * Strong customer service skills and ability to work collaboratively with internal and external customers, including partners and members of the housing community. * Organizational skills to ensure the deadlines established for tasks, projects, and schedules are met. * Strong analytical skills with a demonstrated commitment to innovation and achieving results. * Ability to demonstrate success in long term project management taking a proactive approach to ensure a successful outcome. * Ability to demonstrate CHFA’s values in fulfilling its mission and vision: * Continuously improve and develop knowledge and skills, while adapting quickly to a changing environment. * Work toward inclusion in all activities, and decisions through the solicitation diverse perspectives. * Exercise personal accountability in all activities and decisions. * Embrace a culture of operational excellence to ensure processes are continually evaluated and improved * Operate with a sense of integrity. * Establish rapport with persons of diverse ethnic, racial, and cultural backgrounds is essential. **Experience/Education** * Bachelor’s Degree in Business Administration, Public Administration, Finance, or related field. * Five years of relevant work experience, specifically utilizing HUD, LIHTC, state and local financing resources to support affordable housing preservation. * Experience interacting with diverse stakeholders and partners and a an established comfort level working in a public role to successfully carry out relationship management activities (i.e. developing new relationships, strengthening existing relationships). **Equipment Used** * Telephone, personal computer, calculator, photocopier, fax machine, Smartphone, vehicle. **Physical Environment** * The incumbent in this position will perform the essential functions of the position primarily in an office environment, which requires sitting at a desk for the majority of the day. Travel within the State of Colorado is expected.
