Summary
Responsible for developing, coordinating and monitoring service plans for shelter residents that promote empowerment and self-sufficiency. Provide supportive counseling information and referrals for any ACCESS client seeking assistance with accessing public assistance. Develop and maintain positive relationships with community service providers including the department of public welfare. Must be dedicated to the mission of YWCA York. Seeking qualified bilingual applicants.
Responsibilities
* Meet with new shelter residents within 24 hours of entry into the shelter to develop service plan. * Link residents with needed resources and coordinate services with other ACCESS staff. * Assist residents with transportation when appropriate to appointments. * Work to provide support services, nondirective counseling, information and referrals * Track progress of residents * Provide and facilitate weekly support groups for clients * On a weekly basis enter documentation into ETO program and produce monthly reporting from ETO system. * On call per monthly schedule. * Develop basic knowledge of the current welfare system and laws, including Pennsylvania’s implementation, options and restrictions of its TANF Block Grant. * Attend training and workshops in TANF office procedures, child support enforcement, paternity establishment, job training and work activities to the extent that procedures and programs impact upon victims of domestic violence. * Be familiar with York County’s procedures involving establishment of paternity, child support and how those procedures may impact victims of domestic violence. * Provide education, training and information on the current welfare system to other ACCESS staff members. Document and evaluate the effects of York County’s welfare policies and procedures on victims of domestic violence. * Provide individual support to those resident and non-resident clients who are applying for, or receiving welfare. This support shall include information about their rights, options and restrictions, including such information necessary to allow applicants to make informed decisions as to disclosure of information regarding family violence. * Establish and maintain cooperative working relationships with community agencies responsible for the assessment of welfare applications. * Develop a network of resources and support systems for those victims of domestic violence who may no longer meet the eligibility requirements for welfare. * Maintain statistics on a daily basis, and report as required. * Other duties as required or assigned.
Ideal Candidate
* High School diploma or equivalency certificate. * Must complete PCAR/PCCD/PCADV advocate training within one year of employment. * Demonstrated ability to work with people, ability to work independently and keep accurate records. Reliable transportation required. * Shows respect and sensitivity for cultural differences. - Treats people with respect; Works with integrity and ethically; upholds organizational values. * Approaches others in a tactful manner; Reacts well under pressure; Treats others with respect and consideration regardless of their status or position. * Observes safety and security procedures. * Adapts to changes in the work environment. * Ability to lift, push, and/or pull up to 15 pounds. * May require driving in inclement weather. * Frequent walking, sitting, standing and typing.
