Responsibilities
**Direct Reports:** None **FLSA Status:** This position is exempt from the requirements of the Fair Labor Standards Act. **Summary of Position:** Under the general direction of the Deputy Chief of Support Services, manages the routine and emergency maintenance of District fixed facility assets. Performs semi-skilled and skilled technical, repair and maintenance work on all District facilities. Work includes: electrical, plumbing, HVAC, carpentry, landscaping and other building maintenance and equipment repair work. Performs inspections, diagnoses problems, and makes appropriate repairs or coordinates repairs with outside contractors. Promotes the District’s mission and value statements. Takes an active role in improving overall organizational performance, especially as related to addressing opportunities for improvement in the areas of facility maintenance, facility fixed equipment and facility grounds maintenance. **Essential Duties and Respobsibilities:** The following duties and responsibilities are all essential functions of the position of Facilities Maintenance. 1. Coordinates, monitors and performs preventive, predictive and proactive maintenance and repairs of district facilities. This includes the following: * Ensures District facilities are well maintained and safe at all times through preventative maintenance and repair work on a variety of buildings, including multiple fire stations, an administrative facility, a vehicle maintenance facility and all training center buildings, training props and grounds. * Assists Station Captains and other District facility managers to provide organizational control over facility conditions to avoid and/or reduce the impact on the District’s primary function. This coordination has the goal of early identification and control of maintenance issues in order to limit injuries and financial output. * Receives and evaluates repair requests from line and staff personnel to determine if repairs should be performed in-house or through a contracted repair service. * Solicits bids from vendors, negotiates pricing and timeframes and secures contract with vendor. Works with contractors and outside vendors. * Manages employees that perform maintenance work. * Schedules all maintenance inspections related to District facilities and ensuring the inspections are current and compliant with relevant codes and standards. * Schedules and performs preventative maintenance on facility systems and equipment including: HVAC systems; electrical systems; power generators; exhaust systems; irrigation systems; bay door operations systems and building structures including roofs, gutters, doors, drywall, flooring and painting. * Documents repair request completion to include time requirements, repair/parts costs, and notification of completion to reporting parties. Maintains detailed records on all facilities including repair records, preventative maintenance schedules, and cost of repair. 2. Coordinates and manages the operational activities, programs, functions, services, and budget for facilities maintenance including technical and cost/benefit justification. Assist with the development of long-term capital plans for facility improvement, repairs and financial planning. 3. Performs snow removal at District facilities as necessary or required. 4. Maintains a variety of hand and shop tools and equipment. Maintains a small inventory of commonly used repair parts in a clean and orderly location. 5. Participates as a member of the District Safety Committee. Serves on other committees related to equipment and facilities. Attends and/or conducts a variety of meetings that serve to improve the maintenance of District facilities. When necessary, represents the District on matters of facility maintenance with other fire departments and governmental agencies. 6. Participates in the design, coordination and management of all District construction projects. 7. Assists in the development and implementation of policies and procedures related to facilities maintenance. 8. Complies with all Standard Operating Procedures, District Employee Rules, Regulations and Benefits Manual and orders. 9. Performs other duties as required or assigned.
Ideal Candidate
**Education and Experience:** * Position requires a high school diploma or equivalent supplemented by two years of vocational technical school and three years’ experience in building maintenance. * Progressively responsible professional facilities management experience, preferably in an environment of similar, or larger, operational scope and scale to that of NMFRD. * Equivalent education and experience may be considered if they are sufficient to successfully perform the essential duties of the job such as those listed above. **Desirable:** * Bachelor’s degree in the academic field of facilities maintenance, building construction, safety or industrial engineering, or a closely related field from an accredited college or university. **Licenses and Certifications:** * Valid unrestricted Colorado Driver’s License; must obtain International Facilities Management Association (IFMA) Facilities Manager Professional (or equivalent) certification within three years of hire; must obtain IFMA Certified Facilities Manager (or equivalent) certification within five years of hire. **Knowledge:** * Working knowledge of fire station operations, station site location requirements and * coordination of multiple facility maintenance. * Applicable federal, state and local building codes and building maintenance safety procedures. * Public administration principles and practices including project management, facilities * maintenance, budgeting and training. * Understand all standards pursuant to the policies and procedures of the Fire District. * General knowledge of mechanical operating system principles, building construction, facility and * grounds maintenance requirements. * Basic math and accounting skills to aid in preparing a budget, tracking expenditures, and * purchasing wisely to show accountability for funds spent. * Word processing programs and various software packages such as Microsoft Word and * Excel ®related to the preparation of informational materials and modern office practices * and procedures. **Skills:** Ability to effectively: * Manage employees who perform maintenance work. * Manage multiple responsibilities, projects and tasks simultaneously, work under deadlines and meet * deadlines in stressful or difficult situations. * Independent judgment and decision making when required with the ability to operate without * supervision. * Accomplish small construction projects that require various construction techniques such as * framing, welding, and cutting. * Keep accurate records and reports as appropriate for the position. * Prioritize assigned projects. Establish goals and work within the framework of the District. * Adapt to change and new challenges, completing assigned projects. * Provide support to team efforts by accepting challenging roles and responsibilities while helping * others to achieve professional objectives. * Create a working environment where customer service is a priority. * Establish and maintain satisfactory working relationships with the general public, neighboring fire * and police personnel, City and County officials, superiors, peers and subordinates. * Communicate effectively both verbally and in writing; demonstrate proficiency in the use of * computer technology and job relevant software programs. * Teach subject matter to others and train others through explanation, demonstration or practice. * Operate hand tools, power tools, ladders, welders, torches, forklifts, heavy equipment, and * registered department vehicles in a safe and efficient manner. * Work a flexible schedule based on the needs of the District. **Working Environment:** The job requires a mix of sedentary office work and physical labor both inside and outdoors. The person must demonstrate the ability to meet the physical demands of the job. The job may include exposure to periods of high activity and high stress under demanding conditions and emergencies. Work in a variety of conditions to include: heights, adverse weather, small spaces, etc. The noise level in this environment ranges from quiet to moderate to extremely loud. **Physical Requirements:** The employee is required to accomplish hard physical labor in many different conditions including lifting equipment. While performing the duties of the job, the employee is regularly required to stand, walk, kneel, stoop, squat, pull, push, climb, crouch, crawl, talk, hear and see. Must demonstrate manual dexterity and be able to use hands to handle, or feel objects, tools, or controls. The essential duties of this position require moderate to heavy lifting. Heavy lifting is exerting up to 100 pounds of force occasionally, up to 50 pounds of force frequently, up to 20 pounds of force constantly to move objects. **Note:** This Job Description sets forth key responsibilities.
