Summary
Reporting to the Director of Finance – John Muir Physician Network (PN), the Financial Manager functions as a financial leader and primary liaison to the John Muir Health System’s financial departments for general operations financial matters. The Manager is responsible for supporting the PN management team’s general financial information, analytical and reporting needs, and for providing the focus and drive to actively respond to and plan for changes in the financial environment as may be necessary within PN.
Responsibilities
**Operating Budget** * Coordinates the timely development of PN’s annual operating budget in accordance with the procedures and processes defined by PN Director of Finance. Works with the PN management team to assure accuracy and understanding of budget implications. * Makes recommendations to senior management concerning means of reducing operating expense and increasing revenue budgets. * Serves as a collaborative member of the finance department actively influencing the development of the budget. **Capital Budget** * Provides input into the long-term financial planning and evaluation of PN capital equipment acquisition and capital improvement projects. * Works with PN Director of Finance to coordinate the development of the PN’s annual capital budget, including any supporting financial analysis regarding the potential return on investment. * Collaborate with other system directors to assure health system priorities are achieved. **General Accounting/Financial Performance Monitoring** * Responsible to regularly review PN financial performance and promptly communicate significant findings and trends to PN senior management under the direction of PN Director of Finance. Findings and trends will include, but are not limited to, variances in: * PN and departmental volumes * Productivity/Labor expense * Revenue and Payor Mix and input into Contractual Allowances * Service Line performance * Supply expense * Other expenses * Inventory Control * Capital (Equipment and Projects) * Works with PN senior management to determine tactics to address financial variances. Identifies potential offsetting expense reductions to unexpected expense increases. * Identifies and assists in driving process improvement initiatives which support gains in financial performance. * Develops and maintains tracking mechanisms and monitors progress of performance improvement initiatives. * Participates in monthly Finance meetings, actively engaging with the finance team to ensure accurate and timely reporting. * Collaborate with Finance to resolve any actual or potential audit issues or finding **Financial Analysis** * Functions as a liaison to Finance to establish PN priorities and timely service. * Develops financial models of proposed business transactions; i.e., joint ventures, acquisitions, or divestures. * Provides business planning support to new and existing business lines, assuring consideration of financial implications. * Works closely with Director of Finance - PN and Director, Operations Improvement, assuring financial implications are fully evaluated. **Management Education** * Assures ongoing education and training is provided to PN management staff to facilitate utilization of all available reports and financial monitoring tools. * Assesses individual and departmental financial education needs, and tailors support for those needs. * Functions as resource and clearing house for unresolved financial questions and support requests. **Financial Services Division Liaison** * Communicates and follows PN priorities, as established by the Director of Finance - PN and the PN’s leadership. * Leads and/or participates in meetings, groups, or initiatives, as collaboratively prioritized by PN Administration and the Director of Finance – PN. * Follows the Financial Standards of the System, as well as all established Finance policies and practices, as defined by the Board of Directors and enforced by the CFO. * Balances the financial interests of the PN with those of the overall system. Advises PN senior management on those interests which have potential conflict. Works with the PN Administration and Director of Finance - PN to maintain consensus and conflict resolution. * Serves as PN liaison for elements of internal audits. Responsible for responses and implementations of responses to audit findings which are PN-specific; i.e., internal controls.
Ideal Candidate
**Experience** * Minimum of five years of progressive healthcare financial management experience in a complex integrated healthcare organization, including a minimum of two years experience in outpatient and/or clinic practice financial management. **Skill Set** * Requires excellent communication skills. * Analytical skills and knowledge of financial information systems is essential. **Education** * Bachelor’s degree with emphasis on accounting or related field. CPA or MBA is desirable.
