As a member of the senior IT leadership team at U.S. Cellular, the Director of Development will have oversight and provide guidance for application development of U.S. Cellular’s business critical systems including our industry leading BSS/OSS platform, integration services, Web platform and mobile applications. Director will lead teams in Chicago, while additionally managing globally distributed outsourced technology vendors, to produce high quality market driven changes, minor and major releases, and ongoing technology support of business critical 24x7 platforms. This role will contribute in guiding the organization through evolution and continuous improvement of our platforms keeping pace with the dynamic and rapidly changing wireless industry.

* Develop processes and guidelines, define technology strategies, create roadmaps, and standardize processes to facilitate application architecture for in-scope functions. * Transform delivery and partner model to support faster pace of change. * Provide executive vision, strategy and leadership for the evolution of the enterprise application portfolio. * Provide strategic and technical leadership to development partners, including BSS/OSS and Web vendors. * Partner effectively with peers spanning all aspects of release, quality and ongoing operations to drive best-in-class results. * Ensure continuously improving quality and value of the system delivery components. * Provide advisory and hands-on technology leadership in resolution of complex business and technology issues. * Build high-performance teams by driving development and growth of current and future leadership talent, providing clear expectations and direction. * Promote the development of associates by collaborating with them on development plans and provide assignments to effectively challenge their growth to the next levels while continually enhancing technical skills. * Responsible for multi-year business transformation initiatives enabled by technology investments. * Continually drive greater efficiencies into application development support activities. * Accountable for driving the company’s core values and behaviors, to include an environment of respect and openness (our Dynamic Organization business model). * Serves as a member of the senior IT leadership team to guide IT strategy and approaches. * Leverage and integrate best practices for continuous process improvement.

**Experience and Educational Requirement**s * Bachelor’s Degree in Computer Science or equivalent experience required and Master’s Degree preferred. * Ten to 15 years of relevant experience in systems and applications management including systems/application design, which includes at least five years of experience in managing teams and projects. Should have experience in managing through large multi-year, multi-million dollar transformational projects/programs. * Proven capability to deliver technology leveraging outsource partner model combined with in-house teams and expertise. * Wireless industry experience preferred, Amdocs BSS/OSS platform knowledge a plus. * Experience in providing complex issue support for a business critical platform. * Strong project management and team management skills; e.g. planning, budgetary control, people management, etc. * Experience in implementing quality guidelines, standards and procedures. * Experience establishing and managing external sourcing for projects and functions. * Demonstrated technical thought leadership. **Ideal Candidate Profile** * Senior level leader that has managed Development teams in the past. * Strong Web and Integration Services layer development in the following areas: * TOPS (Amdocs CES) * Web/Mobile * Integration Services (ESB) * Remedy * SCM * Amdocs experience a plus, but a strong focus on Web and Integration Services layer development experience is the ideal profile.
