Summary
Program manager shall be responsible for ongoing oversight of contract operations. Accountable for budget, staff planning, management, and product and service delivery. The Center for Surface Combat Systems (CSCS) has a requirement for Network Information Management, technical and operational support services to include the following work areas: Computer and Local Area Network (LAN) Administration, Cyber Security Support, Functional Area Needs Analysis, System Certification and Accreditation, Technical Documentation, Research, and Technical Helpdesk Support within the CSCS domain.
Responsibilities
* Develop annual budget for contract function. * Develop a cost model for all products and services. * Develop and implement the organization’s strategies for promoting products and services through strategic marketing. * Ensure contract requirements are executed at a level equal to or higher than stated standards and shall strive for complete customer satisfaction. * Establish and maintain effective customer relationships with the goal of maintaining a mutually beneficial business relationship with the customer. * Must be available during normal customer business hours to plan, direct, and control the overall management and operational functions specified within the contract. After normal business hours, the PM shall be available within two hours, after notification, to meet on-site with the Government’s Contracting Officer or the designated representative(s). * Establish and implement streamlined processes and procedures enabling the Contractor to rapidly respond to surge requirements for increased contract personnel. * Stays abreast of advances in technology especially as they relate to the contract.
Ideal Candidate
**Required:** * Bachelor’s Degree in Management, Business, Engineering, or other related field * 10 years of experience as a Program Manager. * 10 years of DoD experience. * Business Analysis expertise required. * Possess an active TS/SCI Clearance * Experience in Program Office operations management, budgeting, planning and preparation of reports and proposals. * Strong experience in team building and personnel development **Knowledge, Skills and Abilities:** * Possess highly developed interpersonal, analytical and communication (written and verbal) skills and demonstrate the ability to manage in a diverse and dynamic environment with short-notice tasking under high pressure situations. * Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources. * Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. * Knowledge of principles and procedures for personnel recruitment and selection.
