Summary
Facilitates the evaluation, development, implementation and management of strategic procurement and contracting service arrangements. Collaborates effectively with key stakeholders for assigned spend areas. Liaises effectively with other components of supply chain management and the affected business unit(s) to assist in the development and delivery of critical knowledge to optimize process, performance and value capture. Leads and/or facilitates multi-functional, multi-location efforts as necessary to evaluate, complete and implement procurement and contracting services for major projects.
Responsibilities
- Performs general procurement activities in support of projects including, as appropriate, qualifying new suppliers, generating procurement bid packages, analyzing bids, negotiating pricing/terms, making recommendations and issuing purchase orders (including blanket orders); and appropriate utilization of Tesoro ERP and other systems. - Recognizes appropriate contracting strategies; develops awareness of associated contracting risks and qualifying contractors to assure appropriate criteria are adequately addressed. - Leads the internal and external stakeholder's initiative with respect to contract administration and procurement activities pertaining to day to day project operations. - Monitors and performs the pre-Qualification process with possible vendors by initially ensuring that the vendors Health and Safety, OQ, and DOT Drug and Alcohol information resides within the ISNetworld Systems. - Coordinates and conducts on-site job showings as well as being the primary contact to field and ensure that all technical questions submitted by the bidders are answered thoroughly and distributed accordingly. - Performs commercial analysis and prepares bid evaluation of all submitted proposals from the RFQ Packages. - Supports Project Procurement Manager in conducting contractor and supplier selection and establishing contracts, for projects. - Provides continuous insight into contractors and supplier's progress towards meeting purchase order requirements, particularly completion and delivery schedules. Gathers available data to with respect to suppler and contractor progress. Monitors and reports that progress to project management. Develops alternative and timely strategy to keep progress on schedule for project requirements
Ideal Candidate
- Minimum undergraduate degree in Procurement, Supply Chain Management, Business, Finance or related discipline required - Minimum 5 years' experience and knowledge about the refining industry, construction, contracting, equipment and materials required. - Professional certification (CPIM, CPM, etc.) preferred. - SAP and/or ARIBA experience preferred.
