Summary
Provides process engineering expertise for assigned projects in refining sector. Performs process engineering activities and provides oversight for all project phases. Work includes feasibility and economic studies, conceptual design, identification and evaluation of alternatives, front end design, detail engineering, construction support, assistance with procedure development, leading process safety management, and support of startup and commissioning.
Responsibilities
- Performs process engineering activities and provides oversight for all project phases. Provides leadership to idea generation and project development of process design for comprehensive Appraise/Select content including cost estimate. Develops scope and design considered comprehensive Define stage content including cost estimate. Completes detailed engineering resulting in complete "Issued for Construction" drawings that maintain design against prior stage definition and overall project goals and objectives for Execute stage. Provides support for project pre-Startup review and Startup. Organizes and conducts unit performance tests to determine if benefits are realized. Provides support to process design evaluations and potential changes should project not deliver project goals and objectives. - Supports project closeout activities such as drawing as-builts, and MOC (Management of Change) closeout. Provides assistance in conducting lessons learned or look back analysis on project performance. - Reviews and approves, as delegated by management, technical and scope documents needed to appropriately support process engineering oversight of assigned projects. Provides leadership to development and maintenance of PFD's (process flow diagrams), P&ID's (piping and instrumentation diagrams), control narratives and cause & effect documents from initial design, through PSM (process safety activities) activities and other similar reviews, through detailed engineering and finally through construction and commissioning. - Participates in development and implementation of operator training, operating manual input, management of change (MOC) development, HAZOP (hazard and operability study) reviews and recommendation follow-up, P&ID review and verification. - Provides leadership to development, maintenance and overall quality and accuracy of other typical process engineering deliverables including but not limited to process design basis, heat and mass balances, process simulations, equipment sizing and design, ISBL/OSBL (inside battery limits, outside battery limits) interface conditions, and other items relevant to assigned projects. - Provides process engineering technical leadership and answer questions from engineering contractors', technical disciplines and most specifically process engineering discipline to ensure clarity and accuracy of design against project goals and objectives. Proactively engages with company process engineering SME's, local and corporate environmental, and local operations to insure scope clarity and accuracy against project goals and objectives. Proactively supports technical management and communication to project stakeholders. - Proactively provides technical guidance to engineering contractors' associated with assigned projects, especially to process engineering topics. Keeps engineering contractors working efficiently by demonstrating urgency to resolve open issues and action items. - Proactively engages in scope development and continue into detailed engineering to discover and resolve potential issues as early as possible. - Applies engineering principles and expertise during project development and in support of other refinery departments as needed. Produces engineering designs for projects on Capital Plan to improve safety, operation, maintenance, and profitability of refinery within department standards and environmental regulations. Performs engineering activities for feasibility/economic studies, conceptual design, identification and evaluation of alternatives. Ensures engineering, operations and maintenance requirements are addressed. - Provides engineering support for environmental permitting.
Ideal Candidate
- Minimum undergraduate chemical engineering degree required. - Minimum 15 years engineering experience in refining industry required.

Working Conditions

Works extended hours, including nights and weekends, in process operations environment and during periods of inclement weather.
