Summary
We are currently seeking a Contracts Manager for our Sunnyvale, CA or Arlington, VA location. As a Contracts Manager, this position develops and administers contracts and subcontract agreements working independently with limited guidance. The senior contract administrator tracks, creates and maintains contract data requirements and deliverables. The candidate will have business skills/expertise in administration of federal government contracts and Subcontracts of varying size and complexity, development of moderate to complex cost proposals, a thorough working knowledge of the FAR/DFAR, and the ability to interact with customers and lead contract negotiations. Candidate will interact regularly with senior management and executive levels on matters concerning several functional areas, divisions, and/or customers and therefore must be able to communicate effectively at that level. Additionally, this person may also be required to service as a Facilities Security officer (FSO).
Responsibilities
* Administer assigned contracts for Program Managers and works with Program Managers on a daily basis to ensure contractual actions, including proposals with the Sales and Bids/Proposal team are delivered on time. * Review solicitations and prepare routine and complex responses for proposals, bids, and contract modifications. Activities include analysis of solicitation requirements, terms and conditions, payment terms, identification and mitigation of risks, and contract negotiation. * Daily administration of Government contracts and prime contractor issued subcontracts of various types and complexity, to include FFP, T&M, CPFF, IDIQs, etc. * Review of contractual documents and negotiation of terms and conditions. Analyzes contractual requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and company policies and procedures. * Prepares and administers routine correspondence, negotiation memoranda, supporting documents, and contract documentation to ensure timely and coordinated submittal. * Interact daily with Senior and Executive Management, Program Managers, Contracting Officers, Program Controllers and other operational representatives. * Works with Program Team, functional counterparts, and customers to resolve contractual issues. * Communicates contract policy and practice to internal business teams. Provides expert support services to business units including, but not limited to, the application of contract clauses, regulations, data rights, intellectual property rights, Buy American Act, Trade Agreement Act, and other laws. * Ensures contract review, approval and execution in accordance with corporate policies and standard operating procedures. * Prepares Non-Disclosure Agreements, Teaming Agreements and Misc. company agreements. * Creates and maintains a professional interface with all technical and business departments, management and government personnel, such as Contracting Officers/Specialist, Contractor Officer Representatives. * Maintains and tracks internal contractual deadlines, redistribute incoming and outgoing tasks to respective program team members or administrative staff. * Organizes and prioritizes large volumes of information. * Acts as custodian of contractual and program records for assigned contracts. * Handles confidential and non-routine information. * Prepares general correspondences, memos, charts, tables, graphs, business plans, etc. * Provides mentoring and guidance to junior-level Contracts Department staff as necessary. * Occasional local and non-local travel to company and customer locations. * Uphold the Company’s core values of Integrity, Innovation, Accountability, and Teamwork. * Demonstrate behavior consistent with the Company’s Code of Ethics and Conduct. * Duties may be modified or assigned at any time to meet the needs of the business. **Facility Security Officer / Sensitive Security Information Officer Responsibilities** * If required to serve as a Facility Security Officer, would work with the Government’s DSS representative to pass security inspection audits, conduct annual training, briefings /debriefings, process clearances, and ensure all proper procedures are followed for classified materials storage. Includes badging of employees; maintenance of facility visitor logbook and non-citizen visitor information request forms. * If required to serve as a Sensitive Security Information Officer, submit SSI adjudication materials for employee SSI vetting requests to the TSA, and perform SSI-related training and compliance activities.
Ideal Candidate
* Bachelor’s Degree a minimum of 5 to 8 years of contract administration experience, including a full range of U.S. Government engineering contracts, CPFF, FFP, T&M, IDIQ, etc. * Experience working with Government Agencies and DoD. * Must have excellent working knowledge of the Federal Acquisition Regulation and other associated contracting regulations. * Excellent communication skills with both internal and external customers. * Thorough knowledge of all appropriate ethical standards regarding contracting actions. * Must have advanced working knowledge of a variety of computer software applications in word processing, spreadsheets, database, presentation software (MSWord, Excel, Access, PowerPoint, and Outlook). * Experience working with a Product Manufacturing Company desired. * Strong demonstrated knowledge of contract terms and conditions, including FAR/DFARs, GSA schedules, as well as other regulations governing the day to day operations of US Government funded projects. * Must have the ability to make sound business judgments, handle multiple contractual activities with a short turn-around time, and work independently as well as part of a team. * Highly motivated, problem solving and detail oriented with the ability to communicate effectively, solve problems and create trusting relationships with both internal and external clients in quick turn-around environment. * Must have experience in solicitation analysis, risk assessment, cost proposal development, contract negotiation, and issue resolution. * Candidate must be able to prioritize multiple tasks with competing priorities. * DOD Secret Clearance highly desired.
