Responsibilities
**Specific Duties & Accountabilities:** - Oversee the operation of technical aspects of Matson’s Vessel Safety Management System and assist with preparation and update of safety-related policies and procedures. Take steps to ensure timely custody holders’ responses to safety and emergency response-related NCR-CARs. - Act as coordinator for Matson’s Marine Safety Committee, working with Vessel Operations and the Loss Prevention/Risk Management Departments. Report on the status of this program to Senior Management. Track and maintain safety statistics, including injuries and near miss reporting. Participate in the implementation of safety-related programs and policies. Assist in internal investigation of accidents and incidents, make recommendations for corrective action, and coordinate the implementation of those recommendations with the Vessel operations group. - Develop and maintain a matrix of required SQE training for Matson employees, and report regularly on company progress to complete that training, including crisis management, security, safety, and ISO 14001 training, coordinating this training with the Human Resources Director of Training and Recognition and the Director, Vessel Operations. - Incumbent participates as part of Matson’s emergency response system, and is available as an alternate source of contact for emergency response aboard a vessel or at a Matson facility if the Vice President of SQE is not readily available. Devise and participate in drills and exercises. Update and obtain USCG approvals for Shipboard Oil Pollution Emergency Plans (SOPEP) and Non Tank Vessel Response Plans. - Maintain a network of local safety coordinators at all Matson offices and logistics warehouses, and coordinate local office safety committees. Conduct safety assessments of Matson offices and facilities to reduce risk and ensure safety compliance. Prepare annual safety statistics, and develop ways to reduce accident and injuries company wide. Prepare annual OSHA-required safety reports. - Update and obtain USCG approval for vessel security plans. Attend vessel and facility security audits and drills. Assist with preparation of security grants, if necessary. Maintain Matson’s security profiles for the C-TPAT and other security programs, and ensure compliance at all Matson offices and facilities. Ensure compliance with DOD security clearance requirements for government contracts. - Work with Sand Island Safety manager to develop policies and procedures that will allow Matson to pursue certification of the Sand Island Terminal to the ISO-18001 Safety Management Standard. - Other duties as assigned.
Ideal Candidate
**Required Education, Experience and Skills:** - Graduate of 4 year college, preferably a state or federal maritime or service academy. - 5 to 10 years’ experience in the Maritime Industry. Shoreside maritime experience is a plus. - Prior military service, particularly in USCG or USN, may be substituted for industry experience. - A USCG ship’s officer license is desirable. - Familiarity with USCG regulations, Maritime Transportation Security Act, and C-TPAT required. - Will be required to obtain and maintain a US DOD DSS Defense Security Clearance.
