Manager - Operations Test

L-3 is a prime contractor in aerospace systems. L-3 is also a leading provider of a broad range of communication and electronic systems and products used on military and commercial platforms.

L-3 Communication Systems-West is seeking a Manager - Operations Test, who will manage a department comprised of multiple technical and/or process specialties in supporting the build of high performance data links for L-3 Communications - a leader and prime defense contractor in Intelligence, Surveillance and Reconnaissance (ISR) and secure communications. The Manager, Operations Test will be the point-of-contact between the Operations, Quality, and Engineering organizations for decisions to define and meet performance, financial, analytical, scheduling/forecasting, and developmental goals associated with the assigned test department.

* Ideally, familiar with the test of small modem Mini Data Link (MDL) high performance multi-band product families, including their architectures and test processes. * Working knowledge of MPL levels, efficient process techniques, the importance of production Environmental Stress Screening (ESS) and general production flow with experience and vision on how to apply these tools for efficiency and reliability into a production environment to meet demanding delivery schedules. * Ability to work in a very dynamic team environment while managing organizational and cross-functional situations to meet demanding operational goals. * Ability to look forward and quickly assess problems, trends, dynamic production needs, available resources and apply analytical interpretive skills to devise an innovative solution to solve such problems. * Working knowledge of test automations and machines to effectively assess, monitor and adjust resources to meet capacity, throughput and product quality goals. * Proven ability to Hyper Communicate information to ensure all associated parties stay informed in real time, along with strong verbal and written communication skills. * Ability to lead by example enabling supervisors and technical leaders with decision making authority to make the required changes. * Cognizant of issues that increase costs and having the mind set for continuous improvements to drive cost out of our business. * Ability to see problems and resolve them and alert management when applicable before they fester to higher levels. * Ability to prioritize tasks and projects for employees to optimize production goals * Proven ability to effectively manage multiple resources across multiple products including employees for varying shifts, skill, and education levels to facilitate a very dynamic and demanding production environment. * Ability to recognize the need for change and make change quickly where necessary to meet and sustain challenging demands. * Ability to coach, encourage, motivate and provide guidance for team members to work as a team. Meet all CSW Policies and Procedures to increasing levels of productivity. * Must have executive presentation presence in which you effectively present data to upper management including the Director and Vice President levels regarding process and technical issues. * Collect, organize, analyze and, create product quality metrics to evaluate trend data, production activities, process improvement initiatives, and develop performance and cost measurements for your team/s.

* **Education/Experience**: This position requires a Bachelors degree or equivalent education and experience and six plus (6+) years of related professional experience with three years in a leadership positions. A Bachelors of Science or Master’s Degree in Engineering or Computer Science is preferred. * Leadership experience * Proficiency with Microsoft Office and PCs is required * A working knowledge of Theory of Constraints (TOC), Lean, and Six Sigma process improvement tools is desired. * Working knowledge of SAP and production processes * Be able to obtain and maintain a security clearance
