(San Francisco, California)The Judicial Council of California is the policymaking body for California's judicial branch, the largest court system in the United States. The 28-member body is responsible for improving the statewide administration of justice in the California courts.
The Judicial Council of California is currently recruiting for a Project Manager III to perform management of project design and construction for judicial branch facilities. Six positions are available and are located throughout the State of California. This is a benefited, full-time temporary position approved on a one year basis and the assignment will be re-evaluated each year for possible extension up to a maximum of 4 years (all assignments will end by June 30, 2019).
This position is ideal for a motivated professional who is interested in joining a growing team responsible for strategic statewide, regional and project-specific planning for improvements to California's courthouses. The successful candidate for this position will have a unique opportunity to participate in the Judicial Branch's facilities planning and improvements; this responsibility is based on legislation enacted in 2002.

This advanced-journey level class in this series exercises independent judgment with the planning, design and execution of multiple new facility modification renovation projects of all scopes and sizes.

Coordinates architectural design work, including developing programs requirements, procurement of consulting architects and engineers, preparation of functional and space programs for building projects, production of plan layouts, schematic, preliminary plans, working drawings, specifications, and cost estimates, and associated project approvals within and outside the judicial branch.

Participates in the preparation of feasibility studies and reports.

Conducts field investigations to obtain data, measurements and information needed to draft or design details for alteration or new construction projects.

Provides information or instructions regarding unique features of particular projects, code requirements, or architectural standards.

Prepares reports, project status schedules, and architectural design cost estimates for budget purposes.

Reviews plans and specifications prepared by contract architects to determine compliance with program requirements and architectural standards.

Prepares and oversees the preparation of sketches and preliminary drawings for new facilities and alterations to existing facilities.

Prepares and maintains architectural standards and specifications to assure conformance to building codes and safety requirements and to improve the quality and economy of construction, maintenance, and operation.

Conducts research and makes reports on architectural systems, equipment, and installation methods and their costs.

Prepares project documentation and ensures all required project approvals are obtained.

Provides project management for assigned projects including direct field oversight, quality assurance, project commissioning, warranty management, and all other relevant tasks, phases and duties related to project construction, execution, and delivery.

Incumbents at this level are also responsible for providing lead direction to incumbents at the I and II levels of this series on specific project activities such as budget and schedule tracking, design management, and/or construction administration.
Qualifications
Graduation with Bachelor’s degree from an accredited college with a degree in architecture, engineering, or other appropriate discipline. Seven years of professional experience as a project manager in charge of planning, design, and construction. The required experience needs to include the successful completion of at least one significant building assignment.
OR
Two years as a Design and Construction Project Manager II with the judicial branch or other California government entity.
Working Conditions
- Work occasional evening and weekend hours.
- Required to travel statewide as necessary.
- May be required to travel out-of-state on a very limited basis.
Desirable Qualifications
The successful candidate will have the ability to:
- Provide technical review and advice tactfully and effectively;
- Manage construction contracts;
- Utilize construction cost estimating software e.g. RS Means, Sage Timberline, etc.);
- Provide sustained attention to complex plans and specifications and edit the work of others;
- Write clear, concise reports and technical descriptions;
- Plan, manage, and deliver multiple projects;
- Organize own work, set priorities, and meet critical deadlines;
- Establish and maintain effective working relationships;
- Evaluate the work of consultants, contractors, and others;
- Employ computer applications to collect, analyze and communicate information; and
- Use tact and discretion in dealing with those contacted in the course of the work.
The successful candidate will have demonstrated knowledge of:
- Principles and standard practices of architecture, engineering, construction and familiarity with state and local codes pertaining to judicial branch facilities;
- Cost Estimating software such as RS Means, Sage Timberline, etc.
- Construction contracting methods such as Design/Build, Design-Bid-Build, etc.
- The integration of functional and technical requirements related to buildings and building systems including operational comparisons;
- The relationship of architectural design to the other engineering features of buildings, including cost and operation comparisons; and
- 10 years of related Project Management experience.
In addition, a Bachelor’s degree in Project Management, Architecture, Construction Management, Engineering or related business major with three years' experience in managing and directing building maintenance construction and renovation projects, or an Associate’s degree in Construction Management or a related business major with five years' experience in managing and directing building construction and renovation projects or 10 (ten) years' experience in managing and directing building construction and renovation projects is desirable.
In each case where the minimum and desirable qualifications have been met by commensurate experience, consideration will be given as to the exact nature of the work performed as verified by former supervisors, clients, consultants and/or peers.
