Summary
Provide project management and concept ideas for a federal agency in the biomedical field.
Responsibilities
* Provide concept ideas for HHS Program Division * Support the government Contracting Officer Technical Representative (COTR) in drafting statements of work (SOW) for solicitations (RFIs, RFPs, et al) * Support the government COTR in reviewing and advising on proposals and quotes * Support the government COTR in preparing for contract negotiations on technical matters, as requested * Deliver briefings on relevant subject matter for HHS senior leadership; and * Serve as scientific and technical representative for Program Office(s) concerning the project management of the advanced development, licensure, and acquisition(s) of medical countermeasures (MCMs), including regulatory and clinical pathways and establishment of manufacturing capacity
Ideal Candidate
* At least ten (10) years of relevant industry experience * For Project Managers on vaccine, therapeutic, and/or antimicrobial advanced development and acquisition contracts: a doctoral degree in biological or chemical sciences with a post-doctoral experience in the vaccine, therapeutic, and/or antimicrobial field(s) * For Project Managers on regulatory and/or clinical studies contracts: a doctoral degree in biological or chemical sciences along with application of doctoral degree(s) in medicine or pharmacy * For Project managers on manufacturing capacity contracts: at least a bachelors degree in chemical engineering with significant experience in pharmaceutical facility architecture and application in commercial building construction Minimum Qualifications: * Knowledge of the public health and/or medical consequences of exposure to CBRN including medical management of agent exposure, infectious diseases, injury and/or contamination * Excellent written and verbal communication skills and the ability to communicate effectively with various groups * Demonstrated writing/editing experience desirable * Ability to work cooperatively with those from different backgrounds and skill sets. * Must be able to pass the HHS background investigation
