Summary
The Associate Facilities Manager supports the successful operation of facility, laboratory and business functions at multi-use sites through interaction with internal team members and peer-level customers as well as external service providers. The incumbent in this role, manages entry and junior level professionals to accomplish daily tasks and short-term projects according to established policies and procedures. The individual manages multiple projects and ongoing work activities of low to moderate complexity to ensure on time and within budget completion. In addition to answering questions and resolving issues for staff, the incumbent spends a portion of their time on individual work. The incumbent may recommend modifications to work processes or procedures to functional management that impact their immediate function or organizational unit.
Responsibilities
* Manages all site Facilities operation and services to ensure optimal function, aesthetics and condition at primary site and will provide supplemental tactical support to satellite sites, as needed. * Manages all site facilities, maintenance, support and outsourced staff functions associated with the proper operation of the entire site, including shipping and receiving, security, janitorial, space planning and EHS * Assists in maintaining all systems, equipment and assets in a well-maintained and reliable condition to ensure operational uptime and customer satisfaction * Manages the upkeep and improvement of facility interior architectural components and finishes * Ensures the timely completion of all work order PMs, CMs and upgrades to all critical systems, ancillary systems, equipment and assets including all HVAC, utilities, lab support equipment, security access control, emergency and fire life safety systems * Leads the investigation of maintenance and repair issues, facility-related health and safety hazards, and recommends appropriate courses of action to remedy findings * Assists with facilities vendor service contracts including coordinating the RFQ/RFP process, pricing and services negotiation, and scope of work, as well as coordinating work schedules * Manages and coordinates 24/7 response to critical equipment and utilities alarms * Assists with the strategic development and implementation of a maintenance program based on equipment failure rates, lead time of critical spares and life cycle analysis. * Effectively leads, manages and develops staff. * Oversees direct full time and contract staff on day to day assignment of work. Executes and directs work within and through the electronic work order system by approving, assigning and properly closing / reviewing work. * Leads, coaches and develops internal staff to enhance their growth potential. Provides clear direction and priorities; clarifies roles and responsibilities; accurately assesses strengths and development needs of staff; gives timely, specific feedback and helpful coaching; provides challenging opportunities for development * Manages all employee performance / development goals; completes required employee assessments and provides corrective feedback when necessary * Reviews and approves all time sheets for hourly staff * Manages all internal and external contractor staff. * Manages and leads cross-functional/cross-site projects of small to medium scope and complexity. * Supports research programs by constructing, altering, modifying or maintaining facilities systems to serve site requirements * Recommends, drives and approves the implementation of major changes to critical / ancillary systems, processes, and maintenance schedules in order to improve reliability, and optimize labor utilization, cost savings and safety enhancements as well as reduce carbon footprint * Collaborates on space planning activities including headcount and laboratory projection requirements * Provides expert knowledge as Facilities site representative during interactions with all cross functional groups, as required * Interfaces with Corporate Services, EHS and IT in support of projects and cross functional initiatives. * Provides business process and administrative task oversight for contract and budgetary management, procurement system, and documentation. * Manages Facilities operating budget within target goals and drives the forecasting of project, capital and expense budgets. * Performs contract management including scope of work, cost assessment, and documentation. * Collaborates with Legal and Strategic Sourcing to ensure corporate and vendor contract terms are met * Drives the completion of documentation associated with preventive, corrective and service work orders to ensure asset history and department metrics are maintained * Reviews monthly metric reports and monitors and evaluates department operational targets. Creates action plans as required * Oversees the computerized maintenance management (CMMS) and building management (BMS) systems including implementing system improvements to support ongoing site requirements. * Drives the development and revision of required PM procedures, work instructions, best practices and guidance documents * Provides excellent customer service and support. * Regularly reviews and ensures prompt response to work orders and service requests while maintaining a high level of customer satisfaction. * Provides expert technical support and guidance on facilities-related issues and may advise senior management on courses of action, as required. Interfaces with customers to ensure all expectations are being met * Communicates site notices and information * Maintains a positive relationship with all the members of the Facilities department and our site customers while promoting a positive team environment. * Promotes and maintains compliance with corporate, safety, security and regulatory policies. * Ensures compliance with all state, local and company policies, rules and regulations relating to safety, security and environmental protection. * Ensures adherence to and improvement of all safety procedures and hazard communication - Collaborates on maintenance of facilities business continuity and crisis management documents and notification systems to ensure current and accurate information * Audits facilities files including drawings, permits, certificates and maintenance records to ensure compliance. * Ensures compliance with corporate and site security access and control policies * Provides direction with all training requirements to ensure compliance including review and approval of staff training curriculums
Ideal Candidate
**Knowledge, Skills & Abilities:** * Firm understanding of building systems including life-safety, lighting, mechanical, electrical, and plumbing. Firm understanding of lab systems, engineering controls and operations. * Working knowledge in facility management systems such as BMS (Building Management Systems) for monitoring of systems / equipment status, alarming, control and diagnostics, Security access control / camera systems, and CMMS (Computerized Maintenance Management Systems. * Knowledge of local, state and federal building codes in conjunction with NFPA, OSHA and other basic safety training. * Experience with departmental capital and expense budget forecasting and management. * Ability to read, interpret and update engineering drawings relevant to the trade. * Strong written and verbal communication skills along with solid presentation skills. Proficient at writing well-formulated emails, notifications and reports. Ability to effectively communicate with employees, contractors and vendors. Experience with technical writing and document development / generation. * Excellent interpersonal skills with experience dealing with a diverse workforce. * Strong multi-tasking ability in conjunction with proven organizational skills. Ability to organize assigned tasks in a high paced environment and concurrently monitor tasks / assignments with others that may impact timely completion. Ability to effectively manage multiple tasks and activities simultaneously. * Experience coordinating outside contractors in support of facility operations, maintenance and ancillary systems. * Strong proficiency in computer skills including Microsoft Office Suite – Word, Excel, PowerPoint and Outlook and the ability to learn new software, such as enterprise business, building management, security, and maintenance management systems. * Basic knowledge with FDA / cGXP environments and associated compliance regulations.
