Summary
This position belongs to the Office of the Deputy Chief Engineer Structures. This position supports the Gateway Program with project management and engineering functions related to the funding, financing, design, procurement and construction of Gateway Projects. The ideal candidate shall have the ability to multi-task and undertake with limited supervision, a variety of managerial and technical tasks. The position shall interact with other disciplines and stakeholders to plan, schedule and budget Gateway Projects.
Responsibilities
* Project Management of Engineering Contracts; Supervision of in-house staff; Coordination with Federal, State and Local government agencies, project stakeholders and other Amtrak Departments; and related activities * Prepare various project documents, such as Project Management Plans; Scope of Work; Schedules, Cost Estimates, Budgets and Spend Plans; Engineering Policies, Guidelines and Best Practices; Requests for Proposals (RFP) for A/E contracts; and other relevant documents * Perform detailed technical review of concepts, designs and details for the repair, rehabilitation or construction of hard rock and soft ground railroad tunnels and other railroad infrastructure projects performed by either in-house staff or design consultants.Provide a consistent high level of technical assistance to facilitate critical engineering decisions. * Inspect Existing Railroad Facilities and recommend the repair, rehabilitation or reconstruction of facilities to ensure safe railroad operations * Initiates, directs, and implements comprehensive Safety Program for all employees to ensure compliance with applicable Amtrak, FRA, and OSHA safety policies and procedures
Ideal Candidate
**Work Experience:** * Demonstrated experience in the inspection, design and construction of conventional and mechanized tunnels in hard rock and soft ground * Superior analytical, planning, and organizational skills * Superior ability to multi-task and prioritize engineering assignments and projects * Project management experience with multi-discipline projects and ability to collaborate with state federal and local agencies, outside engineering firms and engineering groups within the railroad organization * Understanding of NEPA requirements and experience in the permitting of projects * Significant knowledge and understanding of AREMA Recommended Practice as well as other applicable industry codes and standards (AISC, ACI, PCI, IBC, ASCE, etc.) * Significant proficiency in Microsoft Office Software **Preferred Work Experience:** * Project management experience in multi-disciplined railroad infrastructure projects and collaboration with federal, state and local agencies, outside engineering firms and other project stakeholders * Experience in preparing contract documents for underground construction contracts * Experience in various underground construction methods and techniques * Extensive knowledge and understanding of passenger rail operations and experience in the design and constructability aspects of projects in an active railroad environment * NEPA and permitting experience * Design management experience for major projects > $100 million **Minimum Education:** * Bachelors in Civil Engineering * Professional Engineering License – in NY or NJ **Preferred Education:** * Masters in Engineering with emphasis in Geotechnical or Tunnel Engineering * Project, Program or Construction Management Certification
