Responsibilities
Responsible for translating the client’s business requirements into specific systems, applications or process designs for very large complex IT solutions and integrating architecture involving the oversight of technology pilot programs and various Information Sharing Environment (ISE) initiatives. Develop recommendations, strategies, and procedures to meet strategic and performance goals. Act as an advocate for the client on the architecture designed to address client business problems. Plan, implement, test, document, and maintain enterprise-wide solutions to total system or subsystems using various products. Facilitate strategic, performance, and implementation planning development activities relative to information sharing. Analyze and identify all or part of a company's existing or new peripheral, network, and telecommunications systems requirements, taking into consideration the special technology needs. Assist the Senior Advisor with developing and reporting ISE strategic and performance goals, and performance measures. Establish functional and technical specifications and standards, solve hardware/software interface problems, define input/output parameters, and ensure integration of the entire system or subsystem. Provide direction for design activities. Help facilitate cultural and organizational change activities relative to information sharing. Provide direct expert support in preparing background/decision materials for high level meetings or briefings, and issue resolution. Write position papers, as needed.
Ideal Candidate
* 10 to 12 years of relevant experience with BS/BA or 8 to 10 years with MS/MA or 5 to 7 years with PhD. Experience may substitute education. * Experience and success in working with senior decision-makers within one or more of the diplomatic, law enforcement, intelligence, homeland security, and defense communities. * Experience with project management to include requirements gathering, managing schedules and providing assistance to system integration activities. * Experience managing an integrated project team. * Demonstrated level of technical expertise to include at least a background in systems engineering and/or development. * ISSA/Top Secret security clearance **Desired:** * Research and analysis skills. * Interpersonal skills. * Working knowledge or applicable experience with the laws, policies, procedures and/or technologies affecting information sharing in the CT community.
