Summary
The Program Manager (PM) should be familiar managing AGILE software development contracts / task orders, including communicating and coordinating efforts across various software development, DevOps, operations and maintenance teams. The PM will track and coordinate the program portfolio and it’s dependencies to ensure that each project has a direct responsible individual. He/she will manage collective activities, issues, and risks while coordinating the development schedule of multiple AGILE development teams and tracking their SPRINT velocity. The PM organizes directs. and manages contract operation to support functions. involving multiple. complex and inter-related project tasks. Manages teams of contract support personnel at multiple locations. Maintains and manages the client interface at the senior levels of the client organization. Meets with customer and contractor personnel to formulate and review task plans and deliverable items. Ensures conformance with program task schedules and costs. Establishes and maintains technical and financial responsibilities to show progress of projects to management and customers, organizations and delegates responsibilities to subordinates and oversees the successful completion of all assigned tasks.
Responsibilities
* Works with the Government Contracting Officers (CO), Contracting Officer Representatives, and task order-level Task Managers (TM). * Provides overall management of multiple specific task order(s) and insuring that the technical solutions and schedules are met in timely manner. * Supports enterprise wide integration, planning and interfaces to other functional systems, including the development of conceptual systems requirements, system integration requirements, systems phasing plan, business application consultation, problem tracking/management: and preparation and delivery of presentations. * Monitors project's progress for slips to the baseline for schedule and cost * Ensures contractual requirements and outcomes are met satisfactorily * Proactively identify, monitor, and control risks, assumptions, and constraints so that the project outcomes are not impacted * Identifies and control scope creep so that appropriate corrective actions can be taken to satisfactorily meet the performing organization's and client's needs as dictated by contract documents * Understands the AGILE development process in order to apply appropriate scheduling models, such as the critical path or critical chain method * Understands and monitor the transition of tasks between groups without unnecessary meetings * Understands and monitor the processes used to ensure quality is being utilized from beginning to end * Tracks the availability of resources and access organizational assets to ensure that schedules are met * Utilizes lessons learned to improve the effectiveness and efficiency of program processes so that the organizational project management framework matures to benefit other development projects
Ideal Candidate
**Desired Task Experience:** * Experience with DHS USCIS * Experience with AGILE development * Experience leading Scrum of Scrums **Certification:** * Certified SCRUM Master (CSM) (required) * PMP (required) * ITIL * APMG / Agile PgM Certification (Agile Program Manager) **Education:** * Masters Degree (technical area preferred) * Bachelor Degree
