Responsibilities
**Duties:** - Design and implement discipline-specific plans for complex operations, business or process models. - Verify, validate, and support the accreditation/certification of models or data considered for use (VV&A and VV&C). - Build, refine and validate requirements databases. - Conduct and deliver course-of- action analyses. - Lead/manage programs, projects or tasks which involve constant status or process oversight. - Ensure completion of programs, projects or tasks within estimated time frames and budget constraints. - Ensure the quality of the program, project or task deliverable meets the established standards or metrics. - Brief and lead process teams. - Ensure the quality of the program, project or task deliverable meets the established standards or metrics. - Serve as an acquisition documentation specialist and shall develop documentation for development, acquisition, fielding, and sustainment of Army TENCAP program systems. - Provide appropriate acquisition guidance to functional area technical experts on contractual matters based on a working knowledge of Department of Defense (DoD) acquisition regulations and policy. - The contractor shall have experience in the acquisition process as directed by the DOD 5000. - Responsible for drafting and/or coordinating performance criteria and requirements into sound, sufficient Performance Work Statements, Acquisition Strategies, the Acquisition Plans, lifecycle cost profiles and other required documentation. - Provide input to the consolidated milestone plan for the Army TENCAP regarding new functional requirements, functional and technical modifications, equipment changes, communications network requirements. - Determine impact to milestone plans. - Evaluate the aggregate of requirements as they relate to existing and required personnel resources and funding needs. - Evaluate requirements against established priorities and critical milestones. - Make recommendations to Assistant Product Managers and Product Managers in terms contractual needs; tasking; impact assessments; potential conflicts, and changes to the plan. - Additional duties as assigned.
Ideal Candidate
**Preferred Qualifications:** - Proficient in Microsoft Office applications (e.g., Word, PowerPoint, Excel, Access, and Outlook). - Recognized expert who has demonstrated industry and public service leadership in the applicable work area. - Possess comprehensive knowledge, primarily in the concept definition phase of the program/project lifecycle. - Possess one or more of the following science, engineering or program management disciplines.
