Tailwind Associates is a financially stable, long-term, multi-million dollar privately held firm that provides IT, engineering, and technology-related solutions and services to Fortune 500 companies as well as large, enterprise-wide public sector clients. Our offices are located in Schenectady NY, New York NY, Charlotte NC, and Austin TX.

Procurement and Contracting Services developed a new business model with associated business processes for the agencies to support procurement and contract management functions. Enterprise IT is developing a new contract management and oversight application in accordance with the newly elicited requirements. The goal of the new application is to meet the following objectives:

* Support the new business process model for Contract Management and Oversight functions across agencies * Provide functional oversight and visibility in the contract management lifecycle functions and be able to track and monitor contracts with robust reporting capabilities * Create automated workflow functionality throughout the contract management lifecycle * Get all of contract data into the proposed system with data integrity and accuracy * Must be tightly integrated with CAPPS 9.2 Financials where the contract is developed and executed * Must be able to monitor and escalate contracts using risk assessment criteria and dollar thresholds * Must be scalable to add new modules as required by business areas The worker is expected to gather, review and document business requirements and technical specifications. The worker will develop wireframes, mock ups, and use cases to define each screen for a proposed solution. The worker will conduct systems analysis for existing systems and identify functional overlap between existing and new systems. The worker should gain a strong understanding of business knowledge and translate business requirements into technical specifications, coordinate and disseminate information between stakeholders including development team.

Knowledge of business process re-engineering, developing process models and analyzing and producing fit-gap documentation. * 7 years of experience with developing wireframes for GUI and prototypes using relevant tools, collaborate with users to develop and document user experience design with associated functionality and specifications and use cases. * 7 years of experience Skill in coordinating and solving complex problems and troubleshooting computer systems' issues and defects. Skill in analytical and product management, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements. * 7 years of experience Must be able to effectively communicate, facilitate and present information to individuals and a broad base audience. Must be able to produce clear, concise, and professional documents, reports, and presentations using technical and non-technical language. * 7 years of experience Knowledge of the entire application lifecycle development process using the Software Development Lifecycle Methodology (SDLC) specifically Agile. * 5 years of experience creating Software Requirements Specifications and Requirements Analysis documentation. Experience documenting specifications for system authentication, authorization, confidentiality, and data integrity. * 5 years of experience Demonstrated experience using Agile methodology using Sprints and associated tools * 5 years of experience Ability to analyze systems and procedures and write use cases and test plans and validate them against requirements. Ability to apply knowledge and experience with tools and programming languages. * 5 years of experience Skilled in identifying and resolving problems by using strong analytical techniques, innovative approaches and taking initiative in preventing and solving problems. * 6vProficient in utilizing tools including MS Office Suite, Agile and Project Management tools like Version One, MS Project, and UX design wireframe tools (Axure and/or similar) * Excellent oral and written communication skills * Graduation from an accredited four-year college or university with major course work in computer science, computer information systems, engineering, or management information systems is required. 10 years of RELEVANT experience can be substituted for a degree. **Preferred Qualifications:** * 5 years of experience with contracts and contract management practices, contract language and developing contract documents like RFP, RFO etc. * 5 years of experience Use of VersionOne tool or similar for planning and tracking development effort like User stories, backlogs, burn down etc. * 3 years of experience with facilitating meetings with multiple customers and technical staff, including building consensus and mediating compromises when necessary * 3 years of experience Knowledge of the common design practices / standards / technologies associated with application accessibility (e.g. WCAG, ATAG, UAAG, WAI-ARIA, ADA, 508)
