Duties and Responsibilities: - Provides proactive project leadership in driving innovative technical development and management of defense and commercial projects across a broad spectrum of products and services. - Demonstrates exemplary written and oral communication skills at all levels of the organization. - Leads a technical team in generating project proposals by establishing requirements, scope, technical approach, work breakdown structure, discrete tasks, engineering basis of estimates and participates in negotiations with subcontractors/teammates and Customers leading to contract award. - Manages new product development and Internal Research and Development initiatives producing rapid prototypes to demonstrate system capabilities. - Supports business development and new capture initiatives by identifying and producing technical solutions to meet Customer needs. - Conducts engineering project planning (including scheduling and cost estimating), manages day-to-day project technical execution--responsible for achieving cost, schedule and performance targets, and completing project closeout activities. - Identifies and mitigates project risks and solves programmatic issues. - Communicates project status including earned value results, financial summary, project accomplishments and risks/issues/concerns. - Accountable to project managers and program engineering managers and interfaces with budget analysts, contract negotiators, engineering department managers, cost account managers, chief engineers, systems and functional engineers, logisticians, manufacturing personnel, subcontractor/teammate technical staff and Customers. - Assists with improving engineering business operation processes and implements process changes for productivity efficiency and effectiveness.

Clearance: Existing Secret clearance desired or ability to obtain. Required Skills: - 8+ years projecting engineering / management or related experience with multi-disciplined technical efforts. - Experience in analyzing and resolving technical problems relating to operational considerations, engineering drawings, and associated hardware. - Possess understanding of requirements management tools and methodologies; software and hardware subsystem and system integration; development and operational testing; logistics, supportability, producibility, configuration management, and quality assurance processes. - Current in latest project planning / management tools and techniques, risk management, and earned value principles. - Ability to translate data into actionable information for IIS leadership. - Ability to work well in diverse, multi-disciplined, multi-functional team environment. - Possess excellent self-management and organizational skills. - Ability to manage multiple, unrelated projects/tasks in an organized manner with attention to detail and thoroughness. - Ability to work without appreciable direction. - Experience in Agile development methodologies. - Experience in using Microsoft Office and Project applications. Desired Skills: - Experience in managing hardware and software development, integration, and test activities. - General knowledge of six sigma practices/change management/continuous improvement and capability maturity model philosophies. - Knowledge of Defense - both domestic and international - acquisition guidelines. - Ability to align business strategy and technical solutions to increase probability of win for IIS pursuits. - Familiarity with new business pursuit process. - Competitive proposal experience. Required Education: - B.S. / B.A. in Engineering, Science, or Mathematics. - Advanced degree preferred.
