Responsibilities

Responsibilities:

  • Direct, plan, and coordinate tasks to assist federal agencies in implementing, reporting, interpreting clinical quality measures
  • Provide thought leadership for measure specifications that use electronic health records, administrative or claims data, or other data sources in compliance with standards required by the Centers for Medicare & Medicaid Services (CMS), the Agency for Healthcare Research and Quality (AHRQ), and the National Quality Forum (NQF)
  • Review and summarize literature to recommend and support measurement concepts
  • Develop and recruit technical expert panel (TEP) and stakeholders
  • Synthesize and critically review comments received on measures through project-sponsored comment period, rulemaking, National Quality Forum (NQF), and other public forums
  • Confirm/complete strategies for NQF materials prior to submission, review and provide feedback on reports, and attend NQF committee meetings
  • Monitor and report on the activities of key standards-setting committees and consensus-based organizations
  • Identify and appropriately use team resources for project support as needed, synthesize information across multiple sources, and work with other team members, including effectively delegating tasks
Ideal Candidate

Position Requirements

  • Master's degree and 10+ years of relevant experience in any of the following fields: medicine, nursing, engineering, public health, applied health informatics, health information management, health care management, business administration, computer science, or a related field, or a bachelor’s degree and 12+ years relevant experience
  • Deep understanding of clinical quality measure applications
  • Experience with CMS Measures Management System Blueprint forms, e.g., Measure Justification Form, Measure Evaluation Report
  • Experience and knowledge of CMS, state, and other quality reporting programs. Working knowledge of standards used in quality measure development
  • Ability to understand clinical rationales and workflows related to the concepts being measured
  • Experience planning, motivating, and supervising the work of large teams
  • Extensive experience in client-facing situations and successful history of communicating findings to clients and decision makers
  • Excellent oral and written communication skills; ability to write clear and concise technical memos and documents; experience giving presentations to panels and large groups
  • Proven track record of successful leadership with excellent facilitation skills, including the ability to resolve issues and build consensus among groups of diverse stakeholders
  • Strong organizational skills and high level of attention to detail; flexibility to lead and manage multiple priorities, sometimes simultaneously, under deadlines
