Summary
Established in 1959, the Inter-American Development Bank (IDB) is today the main source of multilateral financing for economic, social and institutional development in Latin America and the Caribbean. It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing member countries. The Inter-American Development Bank is looking for motivated candidates to join a group of Specialists to work in various Country Offices and to respond to the challenges in the sector. The Rural Development Senior Specialist/Specialist will work within a matrix structure under the supervision of the RND Unit and the Country Representative in the Bank’s Office in Haiti and his/her activities will be aligned with the Country Strategy.
Responsibilities
* Contributes to the sector dialogue with key stakeholders to identify potential areas of Bank support to further enrich the development objectives of the Country. * Contributes to the revision and preparation of sector strategies and policies, consistent with the Country needs and development objectives. * Contributes to the identification, design and preparation of grants and technical cooperation for potential projects that respond to the country's strategy and priority areas for the Bank. * Supervises grant operations and technical co-operation operations in sector related areas, managing risks related to the results and development effectiveness of operations throughout the project life. * Undertakes portfolio management activities (managing for results) in collaboration with the Fiduciary Specialists or in coordination with the respective project Team Leaders (if applicable), particularly in regard to developing a plan of action to respond to issues identified. * Participates in the evaluation of results and project impact. * Provides input to prepare business plans and budgets for the achievement of the Country Work Program. * Promotes the organizational changes and developments which impact business performance. * Gathers information to keep abreast of shifting trends in the area of natural resources, rural development and agriculture, as well as social, economic and political developments that impact any of these areas
Ideal Candidate
* **Education:** Master’s degree or equivalent degree in economics, agricultural economics, natural resources economics, rural development or related fields (Ph.D. strongly preferred). * **Experience**: Minimum of six (6) years of relevant professional experience in project design and implementation and/or project economic analysis and evaluation, with emphasis on Latin America and the Caribbean. Demonstrated knowledge and understanding of sector trends, issues and public policy effectiveness and instruments, as well as project management capabilities, preferably in areas such as natural resources, rural development or agriculture. Knowledge of evaluation methodology techniques, both ex-ante cost benefit analysis and impact assessments is highly desirable. Familiarity with the programming and project cycle procedures of the Bank or other multilateral financial institutions in the region is an asset. * **Languages:** Proficiency in French and English or Spanish (both written and spoken) is required (proficiency in the three languages strongly preferred).
